Mission and objectives

The World Food Programme (WFP) aims to provide food assistance in emergency situations and promote peace and stability.

Assignment context

The Human Resources Specialist will serve as the Head of HR in the Djibouti Country Office, in
the Djibouti City. The Country Office has a total headcount of 74 employees, who are based
across our operations in Djibouti, Ali Sabieh and Tadjourah. This role is in-person in Djibouti city,
and might occasionally be requested to travel to the field offices.

The incumbent will provide strategic and operational leadership for all HR functions. Reporting
to the Country Director, the incumbent will be the principal HR advisor to management,
represent HR in Heads of Unit meetings, and ensures the delivery of quality end-to-end HR
services in compliance with WFP policies and procedures. The role also provides leadership and
supervision to the HR Associate and HR Assistant while building local HR capacity and
strengthening HR service delivery.

Task description

Key Responsibilities
• Lead and manage all HR activities in the Country Office and provide strategic HR advice to the Country Director and management team.
• Represent HR in Heads of Unit and management meetings, ensuring people-related
considerations are incorporated into decision-making.
• Supervise, coach, and develop the HR Associate and HR Assistant.
• Oversee the delivery of end-to-end HR services, including recruitment, onboarding, performance
management, employee relations, contract management, and separations.
• Ensure compliance with WFP HR policies, procedures, delegated authorities, and record
management requirements.
• Lead workforce planning, talent management, and employee engagement initiatives.
• Monitor HR metrics and provide workforce analytics and reporting to management.
• Coordinate follow-up actions arising from audits, oversight reviews, and compliance
assessments.
Key Priorities
• Lead the implementation and completion of the Country Office e-Filing project.
• Strengthen personnel record management and HR documentation systems.
• Establish and maintain HR rosters and talent pipelines for the Country Office.
• Ensure timely implementation of HR oversight and audit recommendations.
• Drive implementation of the annual HR Action Plan.
• Build the technical and operational capacity of the local HR team through coaching and
mentoring.
• Improve HR data quality, and reporting

Skills and experience

• Demonstrated experience leading and supervising HR teams and delivering end-to-end HR
services.
• Experience in workforce planning, talent acquisition, employee relations, performance
management, organizational development, and HR compliance.
• Proven ability to advise and influence senior management on HR matters and contribute to
strategic decision-making.
• Experience implementing HR strategies, action plans, policies, procedures, and process
improvement initiatives.
• Strong knowledge of HR systems, personnel records management, and reporting.
• Experience working in multicultural and multidisciplinary environments, preferably within the UN
Common System, international organizations, or humanitarian settings.
• Strong interpersonal, negotiation, communication, and stakeholder management skills.
• Excellent analytical, problem-solving, and organizational skills.
• Professional working proficiency in English and French
