Org. Setting and Reporting
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA's services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. Responsibilities
• Ensures the timely performance of the HR aspects of the grievance process including, but not limited to, reviewing, fact-finding, analyzing and preparing drafts and recommendations on complaints, staff cases, conflicts, grievances, requests for review, appeals, breaches and other staff related issues in accordance with established staff regulations, rules, directives, other issuances and procedures. • Manages end-to-end the petitions/complaints process, ensuring that adequate study is undertaken, a fair recommendation and written reply to the petitioner’s request have been met within quality standards and time frames; provides evidence and materials to support recommendations and keeps up-to date records. • Supports the Head, Field Human Resources Office and other officers in staff-management relations; provides background briefings and proposes positions on issues related to staff-management relations; supports processes of informal and formal consultation with Staff Representative Bodies; provides secretariat and liaison support for relations between management and staff representatives. • Assists in the provision of technical advice and policy guidance to the Head, Field Human Resources Office and Officers or managers in the field on disputes, grievances, issues of conduct and underperformance; assists in the provision of policy and procedural advice and recommendations to the Head, Field Human Resources Office, especially on misconduct and abusive conduct; assists in the provision of advice and guidance to managers on code of conduct, grievances, rights, duties and responsibilities. • Provides information to the Department of Legal Affairs on appeals from Field staff, as necessary; follows up on appeals, implementation of judgments and settlements of cases; liaises with headquarters on matters related to Field staff cases; provides HQ, Field Legal Office and Field Investigations Office with staff members’ personnel history, files, documents and any other necessary information. • Maintains and ensures consistency in imposing disciplinary measures; receives and reviews disposition of allegations of misconduct in light of a staff member’s personnel history and assists the HFHRO in recommending proportionate disciplinary measures or other actions; ensures the implementation of disciplinary measures or case closure, including management intervention, for cases at the field level. • Acts as secretary of the field office’s Decision Review Committee, including preparing its agenda, receiving decision review requests, and collecting all necessary data for reviews; prepares initial background summaries on all received requests to be reviewed by the committee and drafts responses for DUA. • Conducts awareness sessions on the Agency’s Rules and Regulations, disciplinary measures system, procedure for raising complaints, grievances and appeals; responds to staff members’ inquiries regarding procedures for submitting complaints or initiating formal disputes with the Agency. • Performs other duties as may be assigned by the supervisor.

Assessment
During the assessment, the applications will be given preference based on the following desirable qualifications: • Knowledge of UNRWA’s Staff Rules and Regulations. • Familiarity with database applications. The shortlisted candidates will be afterward evaluated based on: • Technical Test • Competency-based Interview Candidates who meet the post requirements and the required language level will be considered for the ongoing competitive process. Contract Status: Fixed-Term Appointment for 1 year, including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need. Grade and Salary: Grade 15, Monthly basic salary JD 997.300 fils. Senior Professional Officer Allowance (SPOA) 25% of basic salary. The salary may be subject to a reduced work schedule.
