Purpose of the post

Under the supervision of the Senior Human Resources Officer and close coordination with the HR Officer (Entitlements and Information Management), the incumbent supports the accurate, timely, and compliant administration of payroll, compensation, benefits, and staff entitlements, contributing to the effective delivery of high-quality human resources services.

Main duties and responsibilities

The successful candidate would provide a broad range of administrative, HR (including payroll), and financial support to the team. The incumbent will:

  • Create, maintain staff appointments and related personnel data in SAP, applying the appropriate salary, benefits and entitlements for different staff categories in accordance with applicable rules and procedures.
  • Liaise with the Workforce Planning team to ensure the timely transmission of all required documentation for the smooth appointment and onboarding of staff.
  • Respond to staff queries on all payroll-related matters and escalate to appropriate officers in cases of complex queries.
  • Prepare staff cost estimates for incoming Junior Professional Officers (JPOs) and Senior Professional Officers (SPOs) based on Member States’ requirements and their Memorandum of Understanding (MoU).
  • Administer and monitor compensation and benefits actions, ensuring timely and accurate payroll processing of staff status changes, including within-grade increases, promotions, and seasonal ticket loans as applicable.
  • Create and administer health insurance-related-payroll records and process related changes for newly appointed, serving and retired staff members.
    Ensure all entitlements changes are processed before the payroll cutoff date and create entries for all payroll actions in the SAP log.
  • Administer staff separations and end-of-service benefits, including separation processing, repatriation-related entitlements, payment of unused annual leave and recovery or referral of outstanding obligations, as applicable.
  • Conduct thorough reviews of supporting documentation to determine staff entitlement and eligibility in accordance with the Staff Regulations and Staff Rules and escalate complex cases as required.
  • Coordinate with the external pension administrators and other relevant stakeholders on pension-related notifications, deductions, separations and staff queries, within established procedures.
  • Maintain accurate, secure and confidential payroll and personnel records in accordance with applicable information-management and data-protection requirements.
  • Assist in the onboarding of newly recruited staff members.
  • Contribute to initiatives, projects, and activities of Human Resources Services.
  • Perform other duties, as may be required

Required competencies

  • Ability to plan, organize and prioritize a high volume of tasks/transactions and manage time efficiently to meet deadlines.
  • Thoroughness and meticulous attention to detail, ensuring accuracy of output.
  • Ability to work effectively under pressure with a hands-on and solutions-oriented approach.
  • Effective oral and written communication skills, with the ability to provide clear guidance and explain complex payroll concepts and processes in a concise and understandable manner to diverse audiences.
  • Ability to work harmoniously, build and maintain effective working relationships with staff at all levels in a multicultural team.
  • Ability to maintain confidentiality and to deal tactfully in all situations and interactions.

Professional experience

A minimum of six years of relevant experience in payroll, HR, and social security/pension administration, or related areas are essential. Experience with an international Organization, especially within the United Nations Common System, would be an asset.

Education

Secondary education to university entrance standard is essential. A qualification in finance or human resources (payroll) would be an added advantage. Professional certification in the related fields will be beneficial. 

Language skills

Complete proficiency in English (oral and written), including ability to draft clearly and concisely. Working knowledge of any other UN languages would be an asset.

Other skills

Ability to effectively use MS Office tools (Windows, Word, Power Point, Excel and standard database software). Working knowledge of SharePoint, and an Enterprise Resource Planning (ERP) system such as SAP, Umoja, PeopleSoft or similar Payroll/HR ERP is desirable. 

Contract information

The first year of contract will be probationary with the possibility of further extension subject to satisfactory performance. This post is limited to local status* only. *Local status requires applicants to have unhindered permission to live and work in the UK. 

Salary information

Approximately £48,722 net per annum, (subject to deductions), free of income tax in the UK. Excellent benefits including medical insurance and UN pension scheme.
