Mission and objectives

UNICEF is supporting health, nutrition, HIV prevention, education, access to safe drinking water, sanitation and protection for children and families caught in the conflict.

Assignment context

UNICEF Ukraine is implementing its 2025-2029 Country Programme while continuing to respond to humanitarian needs and support recovery and resilience. This requires timely, reliable and comparable monitoring information across the Country Office, Field Offices, Programme Sections and implementing partners to support programme management, accountability and evidence-based decision-making.

UNICEF Ukraine is developing an integrated Monitoring System and data ecosystem to improve the collection, management, quality and use of programme monitoring data. ActivityInfo is being established as a centralized repository for partner reporting and related monitoring data, complemented by standardized Excel-based tools for data preparation and bulk import.

The system is designed to support interoperability between reporting, planning, results and other approved UNICEF data sources. Power BI dashboards and analytical products, supported by reusable dataflows and semantic models, will enable consistent analysis and reduce repeated manual transformation of the same data across products.

This National UNV assignment is designed as a time-bound, hands-on system implementation role. During the 12-month assignment, the Information Management Officer (ActivityInfo) will help operationalize the core Monitoring System by migrating and structuring priority data, stabilizing ActivityInfo and Excel reporting workflows, setting up the core Power BI dashboard and underlying data connections/models, and documenting the processes needed for continued maintenance.

The role will work closely with the central Planning, Monitoring and Reporting (PMR) team, Programme Sections, Field Offices and relevant technical focal points, with a strong focus on knowledge transfer and handover to UNICEF staff

Task description

Under the direct supervision of the Planning and Monitoring Officer, and in close collaboration with the PMR team, the UNV will focus on the practical implementation, stabilization and handover of the Monitoring System during the 12-month assignment:
a. ActivityInfo implementation and data migration
• Complete priority migration/import of historical and current partner reporting and reference data into ActivityInfo; map fields, transform, validate and reconcile records, and document migration results.
• Configure and optimize forms, reference tables, validation rules, metadata, update procedures and data-quality checks required for routine use.

b. Excel reporting and data-processing tools
• Stabilize and optimize standardized Partner/M&E Excel templates used for data preparation and ActivityInfo import, including Power Query/M, validation rules, lookup tables and automated checks.
• Keep Excel tools aligned with ActivityInfo structures and document the update process.

c. Data integration and Power BI
• Establish and optimize required dataflows, connections, semantic models, relationships, DAX calculations and refresh processes linking ActivityInfo and other approved UNICEF data sources.
• Support development and operationalization of the core Monitoring System Power BI dashboard and priority supporting analytical views.

d. Documentation and handover
• Prepare and maintain technical documentation, data dictionary, change log, SOPs, update/refresh procedures and troubleshooting guidance.
• Transfer knowledge to designated UNICEF staff and support practical user adoption.

e. Other responsibilities
• Should key tasks be completed successfully earlier, carry out other related tasks in the framework of the new Monitoring system development.

By the end of the assignment, the core system should be operational, documented and maintainable by UNICEF staff, with established procedures for data updates, quality assurance, administration and dashboard maintenance.

Skills and experience

• Minimum 3+ years of relevant hands-on professional experience in information management, data management, business intelligence, reporting systems, database support or related areas.
• Demonstrated hands-on experience implementing, configuring or substantially improving operational data management or business-intelligence systems, including moving solutions from development or prototype stage into routine use.
• Demonstrated experience with data migration, field mapping, transformation, cleaning, deduplication, reconciliation and validation of large or complex datasets. Experience in UNICEF, the UN system or humanitarian/development programme monitoring is an asset.
• Experience documenting technical solutions and operational procedures, transferring knowledge to non-technical users and supporting safe handling of programme data; experience with system handover or transition to business-as-usual support is an asset.
• Strong analytical, organizational and problem-solving skills; ability to work independently, prioritize deliverables within a fixed implementation timeline, troubleshoot technical issues and meet deadlines.
• Strong practical proficiency in:
• ActivityInfo or a comparable web-based data management platform, including forms/databases, reference data, validation rules and bulk import; direct ActivityInfo experience is highly desirable.
• Microsoft Excel (advanced), including Power Query (M), structured tables, advanced formulas, data validation, lookup/reference data and PivotTables.
• Power BI, including Power Query, data modelling, DAX, dashboard development, Power BI Service, dataflows, semantic models and refresh processes.
• Microsoft Power Platform (Dataverse, Dataflows, Power Apps, Power Automate) is an additional asset.
• Data integration using APIs, relational databases and structured files; knowledge of SQL, REST/OData and related connectors is an asset. Python, R or VBA for data processing and automation is an additional asset.

Living conditions

As it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves.

Entitlements of National UN Volunteer Specialist USD $ 1,869

The contract lasts for the period indicated in the vacancy, with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.

Allowances:
- Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD $ 1,869 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”.
• USD 350 entry lump sum, one-time payment.

Medical and life insurance:
• Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV-provided medical insurance coverage. Coverage for UN Volunteers begins at the Commencement of Service and normally ceases on the last day of the UN Volunteer Contract.
• Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.

Leave entitlements:
• Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment.
• Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period.
• Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.
• Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval.
