The United Nations Office of Information and Communication Technology's Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. This position is located in the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS), hosted by UNLB and located in Brindisi, Italy. The incumbent reports to the Chief, ESS. Responsibilities
Under the direct supervision of the Chief, ESS, the Chief of Unit will be responsible for the following duties: • Plans and oversees the management of activities undertaken by the Unit; ensures that work and activities are carried out in a timely fashion, coordinating diverse projects in the Unit and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups. • Provides guidance to the Chief,ESS, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional policies and procedures. • Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. • Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service. • Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation. • Provides professional leadership and work direction to the Unit, mentors and supervises the work of new/junior officers, contract staff, etc • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports. • Facilitates communications between OICT/ESS and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT/ESS, for either specific IT services or general technology support, including any charge back mechanisms. • Participates in planning and preparation of the budget, work program and spending plan. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other related duties as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years ofqualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of enterprise software solutions is required. A minimum of seven years of experience supporting software needs of UN peacekeeping operations, special political missions, humanitarian operations, or other complex field-based international organizations is required A minimum of seven years of experience managing a team responsible for designing, developing, and delivering software solutions like custom ERP and custom CRM, including responsibility for building and scaling software engineering team is required A minimum of seven years of experience leading and managing the software development team responsible for a custom-built ERP platform supporting more than 30,000 users, with overall accountability for the system's delivery, operation, and continuous improvement is required A minimum of five years of experience recruiting software engineering resources is required A minimum of five years of experience preparing technical proposals, including SLAs and cost estimates, for potential clients is required 3 years of experience with machine learning and AI is desirable. 2 years or more of experience in data analytics or related area is desirable.
