                                                         TERMS OF REFERENCE

The purpose of this consultancy is to provide time-bound technical and coordination support to strengthen UNICEF’s institutional approach to internal displacement and its advocacy and programming for child-sensitive durable solutions. The consultant will support a structured review and revision of UNICEF’s Institutional Action Plan on Internal Displacement and deliver priority internal-displacement workstreams managed by the Migration and Displacement Hub.

The assignment will help ensure that UNICEF’s global priorities reflect current evidence, organizational learning and country-level realities, and clearly position UNICEF’s contribution to preventing and addressing internal displacement, protecting the rights of internally displaced children and supporting durable solutions. The consultancy has a global remit and will support MDH’s engagement with country offices, regional offices, headquarters divisions and relevant global teams.

Minimum requirements:

  • Education: Master’s degree - Disciplines: Advanced university degree in international development, humanitarian affairs, human rights, migration or displacement studies, social sciences, public policy, international relations, law, or another relevant field.
  • Work Experience: At least 8 years of progressively responsible professional experience in internal displacement, forced displacement, durable solutions, child rights, humanitarian development programming, policy, advocacy or a closely related field.
  • Skills: Demonstrated knowledge of internal displacement and durable solutions frameworks; experience reviewing or developing institutional strategies or action plans; strong qualitative analysis, consultation facilitation and synthesis skills; excellent drafting and editing skills; ability to work across organizational units, sectors and geographic contexts; sound understanding of child rights and UNICEF’s humanitarian and development mandate; and strong planning and delivery skills for remote, multi-stakeholder assignments. 
  • Language Requirements: Fluency in written and spoken English is required. Knowledge of another UN official language is an asset.

Desirables:

Previous experience with UNICEF, another UN entity or an inter-agency process; country-level experience in internal displacement settings; familiarity with results frameworks and indicators; and experience developing advocacy, learning or knowledge products
