Result of Service
1. Situational Analysis report • A technical document mapping the gaps between current legislation (Akyikatchy Law) and the Paris Principles. • A detailed work plan including the methodology and timeline for the mid-term strategic review. 2. Stakeholder Consultation Synthesis Report • A comprehensive summary of findings from workshops and focus groups with staff, government agencies, international partners and civil society. • A validated list of strategic priorities that address the specific challenges identified in the 2025 Capacity Assessment. 3. Updated 2023–2030 Strategic Plan • The final, high-level strategic document featuring revised mission, vision and strategic pillars. • The integration of Results-Based Management (RBM) frameworks, including clear indicators and targets for monitoring law enforcement and human rights compliance. • Embedded milestones for SCA re-accreditation and formalized engagement protocols for UN Human Rights Mechanisms. 4. Final Technical & Process Report • A summary report for ROCA and the Ombudsperson’s Office detailing the review process, lessons learned, and institutional requirements for long-term sustainability.

Duties and Responsibilities
Output 1: Comprehensive situational analysis and inception report • Conduct a desk review of the existing 2023–2028 Development Strategy against the 2025 Capacity Assessment and the SCA Paris Principles requirements. • Develop a technical inception report outlining the methodology for the mid-term review focusing on a Human Rights-Based Approach (HRBA). Output 2: Multi-stakeholder consultations and strategic validation • Organize and facilitate technical consultations with Ombudsperson’s Office staff, government agencies, civil society organizations and international partners to validate current institutional challenges. • Lead specialized sessions with civil society organizations and human rights defenders to identify ways to strengthen pluralism and cooperation as mandated by the Paris Principles. • Synthesize consultation outcomes into a "Strategic Priorities Report" that bridges the gap between current performance and the requirements for "A" status. Output 3: Revised 2023–2030 Strategic Plan with Integrated Accreditation Framework • Draft the updated 5-year Strategic Plan, embedding the specific legislative and operational milestones needed for re-accreditation directly into the institution’s core goals. • Incorporate Results-Based Management (RBM) indicators and annual action plans into the strategy to ensure transparent tracking of human rights protection outcomes. Output 4: Final Technical Report and Implementation Guidance • Submit a final, validated 2023–2030 Strategic Plan that serves as the official institutional guide for the remaining period and the re-accreditation cycle. • Provide a set of technical briefs for leadership on operationalizing the new strategic priorities, including merit-based staff selection and expanded civil society partnerships. • Produce a final consultancy report summarizing the review process, the integration of SCA recommendations, and a sustainability framework for institutional independence.
Qualifications/special skills
Advanced university degree (Master's degree or equivalent) in law, political science, international relations, economics, or related field. A first level university degree in combination with a qualifying experience may be accepted in lieu of the advanced degree. Minimum of 7 years of professional experience in institutional development, strategic planning, or the strengthening of National Human Rights Institutions. Proven experience in conducting technical legal analysis and aligning national frameworks with international standards, specifically the Paris Principles and GANHRI accreditation requirements, is required. Familiarity with the UN human rights system, experience in facilitating high-level multi-stakeholder consultations, and strong expertise in Results-Based Management (RBM) are essential.
Languages
Fluency in English, knowledge of Russian is an advantage.
