Duties and Responsibilities
BACKGROUND:. The Making Trade Happen (MTH) programme, funded by the Foreign, Commonwealth & Development Office (FCDO) and implemented by the International Trade Centre (ITC), supports Jordan in strengthening export competitiveness, improving market linkages with the United Kingdom, and advancing a more enabling environment for services trade. MTH builds on the achievements of previous UK Trade Partnerships (UKTP) cycles and introduces a more integrated, market-driven approach to supporting Jordanian firms and institutions. During the current project cycle, MTH is implementing targeted interventions in three priority sectors -agribusiness, management consulting services, and digital gaming - while also advancing trade policy dialogue and strengthening national capacities for services trade data collection. Within this framework, the programme is supporting the development and international competitiveness of Jordan's management consulting services sector. Under the 2025–2026 programme cycle, ITC has collaborated closely with government counterparts to assess the policy and regulatory framework governing management consulting services in Jordan. This work resulted in a comprehensive regulatory assessment and an implementation roadmap identifying the key structural and regulatory constraints affecting the sector's competitiveness, growth, and export potential. Through a series of public–private dialogue sessions, stakeholders validated the findings and identified three priority areas for follow-up: (i) uncertainty surrounding the tax treatment of exported management consulting services, particularly under Mode 2 supply; and (ii) inconsistencies in business registration, licensing, and activity classification, which create administrative barriers and limit firms' ability to operate, grow, and export, and (iii) uncertain qualification and award criteria for participation of management consulting companies in public tenders. Building on these achievements, ITC seeks to recruit an International Consultant to build on previous work and facilitate the implementation of the priority actions in the roadmap for legal, regulatory, and policy reforms in the management consulting sector. The consultant will provide technical expertise to advance evidence-based public–private dialogue and formulate practical, context-specific recommendations addressing the priority regulatory and taxation issues identified during the previous project phase. The assignment will draw on relevant international experiences to inform policy discussions and identify feasible approaches for application in Jordan. DESCRIPTION OF DUTIES/RESPONSIBILITIES The International Consultant will work in close collaboration with ITC and national stakeholders to facilitate the Public-Private Dialogue (PPD). The consultant will undertake the following activities: 1. Prepare the content for a stakeholder validation mission, focusing on best practice examples for priority areas identified previously during the project. Research, analyse, and prepare materials presenting relevant international best practices, comparative country examples, and actionable recommendations addressing the priority areas identified through the project, including: • Activity classification: Approaches to introducing relevant activity codes into the business registration system and establishing a more detailed classification of management consulting services. • Institutional arrangements: International models for institutional coordination, and sector representation, in line with the agreed roadmap and in coordination with ITC. • Taxation of exported services: International practices and regulatory approaches to the tax treatment of exported management consulting services, with particular attention to Mode 2 supply. • Business registration and licensing: Approaches to streamlining registration and licensing procedures for management consulting firms, reducing administrative barriers, and improving regulatory clarity. • Sector developments and country experiences: Recent developments in the international management consulting sector, including relevant regulatory reforms and country examples that may inform policy and institutional reforms in Jordan. The consultant will ensure that the materials are evidence-based, clearly presented, and tailored to Jordan's regulatory and institutional context. Recommendations should identify relevant international examples, their potential applicability to Jordan, and practical considerations for implementation. 2. Participate in the stakeholder validation mission. Advance the implementation of the PPD process in coordination with the ITC team, the designated Government of Jordan focal point, and relevant public and private sector stakeholders. The consultant will undertake the following activities: • Participate in a technical mission to Amman, Jordan, to present international best practices, comparative findings, and proposed recommendations. • Deliver technical presentations and facilitate structured discussions between public and private sector representatives on the priority regulatory, institutional, registration, and taxation issues. • Gather stakeholder feedback on the proposed recommendations and identify areas of consensus, outstanding concerns, and feasible follow-up actions. • Consolidate the key findings and recommendations emerging from the discussions to inform the implementation of the agreed roadmap. ITC will remain responsible for the overall organisation of the mission and its logistical arrangements. 3. Share an end-of-assignment report. Prepare and submit a concise end-of-assignment report of approximately two pages summarising: • Activities undertaken and deliverables completed. • Main findings and results achieved. • Key stakeholder feedback, areas of consensus, and outstanding issues. • Challenges encountered and lessons learned. • Recommendations for follow-up actions, including potential areas for further policy dialogue and technical cooperation. ITC will provide a reporting template for the consultant to use. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. ITC champions workforce diversity, inclusion, gender equality and gender parity and considers all qualified persons - of all genders - equally, including those with disabilities, without discrimination or prejudice of any kind.
