Mission and objectives

UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”. UNDP/PAPP is a responsive development agency that works together with the Palestinian people to fulfil their aspiration for sustainable human development based on self-determination, equality and freedom.

Assignment context

The assignment is part of the Sawasya III Joint Programme, implemented by UNDP, UN Women, and UNICEF to support the Palestinian justice sector in strengthening the rule of law, improving access to justice, and enhancing the effectiveness, accountability, and responsiveness of justice institutions.
 
The UN Volunteer will be part of the UNDP Sawasya III Digital Transformation Team and will work under the direct supervision of the ICT Systems Specialist.
 
The assignment will contribute to the implementation, maintenance, and enhancement of digital justice systems, with a particular focus on the MIZAN Case Management System and related e-Justice services.
 
The programme works closely with key Palestinian justice sector institutions, including the High Judicial Council (HJC), Ministry of Justice (MOJ), Attorney General's Office (AGO), Judicial Police, Family Courts, and other relevant institutions.
 
The UN Volunteer will coordinate with ICT focal points, users, software developers, service providers, and other programme stakeholders to support the effective delivery and adoption of digital solutions.
 
The assignment contributes to the broader digital transformation of the justice sector by supporting reliable ICT infrastructure, system availability, user support, digital services, information security, and the effective use of technology to improve justice services.

Task description

Under the direct supervision of the ICT Systems Specialist, the National UN Volunteer will:
 
• Provide day-to-day first- and second-level ICT technical support to the Sawasya III Programme team and relevant justice sector institutions, including troubleshooting hardware, software, network, and user-related issues.
 
• Support the implementation, maintenance, testing, and enhancement of the MIZAN Case Management System and related digital justice platforms, including system deployment, upgrades, testing, and user support.
 
• Coordinate with ICT focal points at the High Judicial Council (HJC), Ministry of Justice (MOJ), Attorney General's Office (AGO), Judicial Police, Family Courts, and other justice sector institutions to facilitate the implementation of ICT activities.
 
• Assist with the management and maintenance of ICT infrastructure, including servers, workstations, network equipment, peripherals, backup systems, and ICT assets.
 
• Monitor technical issues and system performance, maintain appropriate records of incidents and corrective actions, and support timely resolution and follow-up.
 
• Provide technical assistance to users and support the organization and delivery of user training and orientation sessions related to MIZAN and other digital services.
 
• Support ICT-related procurement processes by contributing to technical specifications, technical evaluations, delivery verification, and acceptance of ICT equipment and services.
 
• Support cybersecurity and information security measures, including endpoint protection, access controls, backups, vulnerability management, and adherence to relevant security practices.
 
• Coordinate, as required, with software developers, vendors, service providers, and other technical partners to address system and infrastructure issues.
 
• Prepare technical updates, incident records, progress reports, and other documentation required for monitoring and reporting on digital transformation activities.
 
• Maintain accurate documentation of ICT systems, configurations, equipment, and technical interventions, as appropriate.
 
• Perform other ICT and digital transformation-related duties assigned by the ICT Systems Specialist that contribute to the successful implementation of the Sawasya III Joint Programme.

Skills and experience

1. Bachelor’s degree in computer science, Information Technology, Software Engineering, Computer Engineering, Information Systems, or a related field.
 
2. At least five (5) years of professional experience in ICT support, system administration, software implementation, or a closely related field.
 
3. Demonstrated experience in first- and second-level technical support, troubleshooting, and incident resolution.
 
4. Practical experience with Microsoft Windows Server, Microsoft SQL Server, computer networks, and web-based applications.
 
5. Experience supporting or implementing enterprise applications and information management systems.
 
6. Experience maintaining and supporting ICT infrastructure, including servers, workstations, network equipment, peripherals, and backup systems.
 
7. Good knowledge of ICT troubleshooting, user support, and system maintenance.
 
8. Good understanding of cybersecurity, information security, and ICT security best practices.
 
9. Ability to coordinate effectively with users, ICT focal points, vendors, software developers, and institutional counterparts.
 
10. Strong communication, teamwork, organizational, and problem-solving skills.
 
11. Fluency in Arabic and good working knowledge of English.
 
Desirable Qualifications and Assets
 
1. Experience working with MIZAN or other justice sector information systems.
 
2. Experience supporting digital transformation initiatives in government institutions.
 
3. Experience working with justice sector institutions or other public sector organizations.
 
4. Previous experience working with UN agencies, international organizations, or development partners.
 
5. Experience in ICT procurement, including preparation of technical specifications and technical evaluation of ICT equipment and services.
 
6. Knowledge of information security, endpoint protection, vulnerability management, and backup and disaster recovery practices.

Living conditions

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. An initial 12-month contract will be offered, with possible extensions subject to the availability of funding, operational necessity, and satisfactory performance. A Volunteer Living Allowance (VLA) of ILS 10110.05 per month is provided to cover housing, utilities, and normal living expenses. In addition, a Danger and Hardship Differential of ILS 1516.5 per month is provided. Life, health, and permanent disability insurance are included (with health insurance coverage for up to three dependents), as well as an end-of-assignment allowance subject to satisfactory service.
