ICT JOB TITLE : IT Operations Officer (Telecommunication)
TYPE OF CONTRACT: Regular International Consultant Level 2 (CST-2)
UNIT/DIVISION : ICT
DUTY STATION (City, Country) : Juba, South Sudan
DURATION : 11 months (renewable subject to performance and budget availability)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The incumbent will be based in Juba, South Sudan, and will be responsible for maintaining and enhancing the Digital Mobile Radio (DMR) Emergency Telecommunications System, as well as supporting the development and expansion of telecommunications infrastructure in collaboration with UNDSS (United Nations Department of Safety and Security).
Reporting to the Head of IT, the incumbent will serve in a supervisory technical capacity, leading a team responsible for telecommunications development and support. The role includes overseeing projects and supervising Telecommunications team members (national staff) at the Country Office in Juba, while also providing technical guidance, support, and training to Telecommunications personals across all Field Offices.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Telecommunications Infrastructure Deployment and Support
- Lead the deployment of the WFP standard Emergency Telecom and connectivity in South Sudan operations.
- Lead on the installation, maintenance and support of security communication system.
- Support UN agencies on building telecommunication infrastructure like Digital Mobile Radion (DMR) and troubleshoot any facility in the telecom network of UN humanitarian hub.
- Provide support and solve security communication related issues and problems throughout South Sudan Country office and Field offices which involves frequent problem-solving missions.
2. Emergency and Security Communications
- Lead and contribute to emergency preparedness and contingency planning, providing technical recommendations and monitoring the management of risks, so that WFP can maintain basic security communication system and quickly respond and deploy resources to the affected areas at the onset of a crisis.
- Lead the development, testing and periodic review of telecommunications business continuity and disaster recovery plans to ensure that critical communications remain operational during emergencies and system disruptions.
- Monitor and ensure compliance with WFP, United Nations Security Management System (UNSMS) and UNDSS telecommunications standards, and recommend and track corrective measures where gaps are identified.
- Provide emergency communication services in support of staff security.
3. Preventive maintenance of security communication systems
- Support integration of telecom systems and ensure inter-agency communication.
- Lead on maintenance of telecommunications asset inventories, frequency allocations, licensing records, system configurations, network diagrams and other technical documentation for telecommunications infrastructure.
- Manage call-signs services for all UN and NGOs in accordance with the standard.
- Support all dispatcher systems and TRBONet infrastructure for DMR network monitoring.
- Troubleshoot faulty VHF network system and identify solutions for their repair.
- Operate and maintain complex communication systems and supervise all Security Communication Centers (SOCs) s in CO and sub-offices as a focal point for technical related issues.
4. Assessments, Planning, Project Implementation
- Improve and modernize solutions, keep up to date with the latest technology.
- Develop and maintain a telecommunications strategy and annual workplan aligned with WFP operational requirements, security priorities and agreed inter-agency telecommunications objectives.
- Lead assigned telecommunications projects through planning, design, implementation, testing, commissioning, acceptance and post-implementation review, ensuring that agreed scope, quality, risks and deliverables are effectively managed.
- Develop plans for feasibility assessment, design, development and implementation, including project plans.
- Evaluate the existing telecom infrastructure in the targeted regions by assessing strength and weaknesses, be it hardware, software support structure and funding.
5. Inter-Agency Coordination and Partnerships
- Ensure effective coordination with other UN agencies to align activities and maximize possibilities of interagency collaboration in the field of security communications.
- Maintain effective partnership with colleagues and external partners to foster information exchange and support to meet service requirements.
- Support inter-agency Security Communication Center (SOC) in South Sudan provides expert advice at the management side,
- Work closely with UNDSS and UN humanitarian agencies to provide technical support on radio programming and other security telecommunication related issues.
- Represent WFP, as delegated, in inter-agency telecommunications, ICT and security communications working groups, provide technical advice and contribute to the planning and delivery of common telecommunications services.
6. Team Leadership, Capacity Development and Performance
- Lead and motivate small team, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance.
- Build capabilities of staff, collaborating with colleagues in the IT division to design and deliver corporate training policies and programs aimed at developing skills/ knowledge in IT and TC.
- Make recommendations to the management on staffing and skill levels required to support telecommunication infrastructure.
- Provide input to Head of ICT and Inter-Agency Security Telecom Projects manager on performance of TC Assistants and Radio Operators.
7. Technical Specifications and Procurement Support
- Develop technical specifications/ proposals for telecom related procurement needs.
- Contribute to telecommunications budgeting and resource planning, technical evaluations, procurement processes, vendor engagement and monitoring of telecommunications contracts and service-provider performance.
8. Reporting and Other Responsibilities
- Prepare periodic management reports covering telecommunications performance, infrastructure risks, project status, compliance, resource requirements and recommended improvement actions.
- Perform other related activities as required.
DELIVERABLES AT THE END OF THE CONTRACT :
- Support Trainings to all Security and Security Communication Centers (SOCs)
- Support the Telecom Infrastructure Country wide to host services
- Manage all UN and NGO requirements
- Support fleet telecom needs for all vehicles
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University Degree in Telecommunications, Computer Science, Information Systems Management, Electrical/Electronic Engineering or related field; or first university degree in one of the above fields, combined with additional years of relevant professional experience.
Required Experience:
At least five years of progressively responsible postgraduate professional experience in Telecommunication Systems, including experience in installing, operating, maintaining, and troubleshooting telecommunications infrastructure and systems. Experience supporting emergency communications and telecommunications services for field operations, including:
- Hands-on experience with radio communications systems, including Digital Mobile Radio or comparable digital radio technology.
- Experience diagnosing and resolving faults affecting telecommunications networks, equipment, hardware, or software.
- Experience developing technical specifications, technical proposals, feasibility assessments, implementation plans, or procurement requirements.
- Experience providing technical guidance, training, or capacity development to telecommunications or ICT personnel.
Desirable experience
- Experience supporting inter-agency Security Communication Centers (SOCs) or communications networks used by humanitarian organizations.
- Experience working with United Nations organizations, non-governmental organizations, government counterparts, or other humanitarian actors.
Skills & Competencies
- Strong technical knowledge of digital radio, radio frequency, Very High Frequency, voice, and telecommunications systems.
- Strong installation, configuration, maintenance, diagnostic, and troubleshooting skills.
- Knowledge of system integration, network monitoring, dispatcher systems, and radio-room operations.
- Strong coaching and capacity-development skills.
- Ability to independently resolve operational and technical problems.

Fluency in both oral and written communication in English
