Org. Setting and Reporting
The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in the Executive Office of the United Nations Environment Programme (UNEP) in Nairobi, Kenya. The incumbent reports to the Chief of Staff and will work in close coordination and collaboration with the relevant offices on the following responsibilities;
Responsibilities
1. Conduct and Discipline • Coordinate awareness initiatives and facilitate training (with the support of the Corporate Services Division) to ensure all personnel understand their conduct obligations, with a focus on discrimination, harassment, and abuse of authority. • Serve as an initial point of contact for the receipt of concerns of misconduct related to UNEP personnel and provide preliminary procedural information and guidance. Conduct initial assessments and advise complainants on appropriate mechanisms to address allegations appropriately. • Maintain confidential records relating to conduct and discipline matters within UNEP; support the identification of emerging trends; and contribute to the preparation of periodic reports, including the Annual Report on Conduct and Discipline, in collaboration with the Legal Section in Corporate Services Division. • Provide legal advice to the Executive Director on conduct and discipline matters, which will include providing recommendations to address systemic issues. • Liaise and coordinate, as appropriate: (i) within UNEP on conduct and discipline issues, including with the Legal Section, the Human Resources Section, as appropriate, and (ii) with other relevant UN Secretariat entities such as the UN Staff Counsellor, the Ethics Office, the Office of the Ombudsman and Mediation Services and OIOS. • Fulfil the responsibilities of the Conduct and Discipline Focal Point, as appointed by the Executive Director in accordance with ST/SGB/2019/8, “Addressing discrimination, harassment, including sexual harassment, and abuse of authority”. 2. Risk Management • Support the Chief Risk Officer and his/her alternate and the Enterprise Risk Management (ERM) Secretariat in accordance with United Nations Secretariat risk-management policies, standards and guidance and contribute to the implementation and continuous improvement of UNEP’s ERM framework, by: • Preparing and compiling documentation and guidance materials for ERM Committee meetings and providing administrative, analytical and coordination support to discussions concerning risk prioritisation, mitigation measures and planning horizons. • Supporting the preparation of periodic risk reports for consideration by the Executive Director, the Senior Management Team, the ERM Committee and UNEP’s governing bodies. • Updating of risk-management tools in line with United Nations Secretariat standards. • Collaborating with internal audit, ethics, legal, compliance, programme quality assurance and other relevant functions to support the review and effectiveness of risk mitigation measures. • Supporting efforts to promote a risk-aware culture across UNEP through training, communication and engagement activities, and contributing to capacity-building initiatives that assist personnel and partners in identifying and managing risks effectively. 3. Grievance Redress • In accordance with UNEP’s Stakeholder Response Mechanism Standard Operating Procedures, support the monitoring and receipt of complaints and undertake initial eligibility screening for further review. • Provide analysis and advice on possible protective measures to assess and minimise risks of retaliation against complainants or other participants in Stakeholder Response Mechanism processes, for consideration by responsible decision-makers. • Explain the Stakeholder Response Mechanism process, as needed, to potentially affected persons, complainants and other relevant stakeholders. • Maintain and update a roster of independent experts and consultants who may be engaged to support compliance reviews and dispute-resolution processes; contribute to the preparation of Terms of Reference for such assignments; and provide administrative, substantive and coordination support in relation to consultants engaged for these processes. • Support the preparation of reports for consideration by the Executive Director setting out findings and recommendations arising from compliance reviews and documenting the outcomes of dispute-resolution processes. Assist in monitoring and documenting the implementation of decisions taken by the Executive Director in relation to compliance reviews and dispute-resolution outcomes. • Maintain up-to-date information on the publicly accessible Stakeholder Response Mechanism website and Case Registry, including summaries of cases submitted directly through the Mechanism and through UNEP projects, in accordance with applicable confidentiality, data-protection and disclosure requirements. • Support the processing, tracking, documentation and archiving of eligible grievance cases through the Case Management System, in accordance with the Organization’s applicable records and information-management requirements. • Contribute to annual reporting on stakeholder complaints to the Executive Director, including through the compilation and analysis of systemic observations, trends and lessons learned from cases handled. • Support the review and updating of UNEP policies and procedures relating to the Stakeholder Response Mechanism, as required. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required

Education
An advanced university degree (Master’s degree or equivalent) in law or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics ordata science programs is desirable
Job - Specific Qualification
Academic or professional training in one or more of the following areas is desirable: administrative law, environmental and social safeguards, conduct and discipline, enterprise risk management, grievance redress, dispute resolution or compliance.
Work Experience
A minimum of five (5) years of progressively responsible professional legal experience, advisory services, compliance, administration, programme management or a related field is required. Experience in supporting work in one or more of the following areas is required: conduct and discipline, enterprise risk management, grievance redress or accountability mechanisms, environmental and social safeguards, ethics, compliance or human resources policy. Experience in gathering and analysing information, preparing legal or policy advice, drafting reports and recommendations, and supporting the resolution of complex or sensitive matters is desirable. Experience working on confidential or sensitive cases, including the application of appropriate information-management and data-protection requirements, is desirable. Experience supporting coordination among legal, human resources, ethics, oversight, risk management, programme or compliance functions is desirable. Experience with stakeholder grievance mechanisms, dispute-resolution processes, compliance reviews or environmental and social accountability frameworks is desirable. Experience in the United Nations Common System or a comparable international, intergovernmental, public-sector or non-profit organization is desirable. Experience working in a multicultural setting is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Special Notice
The appointment against this position is limited to the United Nations Environment Programme. Appointment against this project position is for an initial period of one (1) year and may be subject to extension. External candidate selected will be granted a fixed-term appointment limited ("FTA limited") in accordance with section 2.2 ( c) of administrative instruction ST/ Al/2025/3 on Administration of appointments. Renewal of appointment is contingent upon continued existence of mandate and availability of funding. If this position is discontinued, the incumbent will be separated from service.
