Key contributions include a source-referenced partner mapping matrix of NDC support in Liberia, technical documentation of an inclusive consultation process with participation records, a validated climate-finance evidence base underpinning the Updated NDC Investment Plan, the technical documentation of the national validation workshops, and technical inputs to the EPA, MFDP and sectoral focal points throughout draft review and final endorsement of both plans.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The NDC Act & Invest Initiative is a global project led by UNEP and currently funded by the International Climate Initiative (IKI) and the NDC Partnership’s Partnership Action Fund (PAF) multi-donor trust fund. It is designed to support countries raise their climate ambition and translate their new Nationally Determined Contributions (NDCs 3.0) submitted in 2025 into actionable, investable plans. Structured around three interconnected workstreams: fostering G20+ ambition and action, piloting policy and planning alignment, and providing deep-dive support to enhance NDC investability, the project aims to bridge the gap between climate commitments and tangible implementation. By aligning national strategies, strengthening enabling environments, and working collaboratively with key partners, including the NDC Partnership, GIZ, UNDP’s Climate Promise, UNFCCC, multilateral development banks (MDBs), development finance institutions (DFIs), and private sector actors, NDC Act & Invest seeks to make the next generation of NDCs both more ambitious and more achievable, accelerating progress toward the 1.5°C goal and enhancing global resilience. The NDC Act & Invest team, based within the Mitigation Branch in Paris, is responsible for the global management and overall coordination of the project across partner countries, in line with UNEP’s delivery model. The team also acts as the main liaison between UNEP and the NDC Partnership, coordinating UNEP’s responses to country support requests shared through the Partnership, identifying and applying for additional funding where appropriate, and consolidating implementation and progress reporting. In addition, the team maintains close coordination with related projects under the IKI Programme to ensure coherence and synergies across initiatives. Liberia has submitted its Third Nationally Determined Contribution (NDC 3.0) to the United Nations Framework Convention on Climate Change (UNFCCC), retaining its 64 per cent emission reduction target against an updated business-as-usual baseline, with an unconditional reduction target of 5,551 GgCO₂e (10 per cent) and a conditional reduction of 29,974 GgCO₂e (54 per cent) by 2035. To operationalise this ambition, the Environmental Protection Agency (EPA) of Liberia has requested technical support through the NDC Partnership to deliver two outputs: (i) a Revised NDC Implementation Plan, aligned with the updated NDC 3.0 targets and national policies and strategies, and accompanied by sector-specific tracking tools; and (ii) an Updated NDC Investment Plan identifying priority interventions, financing needs, and viable resource-mobilisation pathways (national and international) to support NDC implementation. The project will be delivered by UNEP in close collaboration with the EPA, the Ministry of Finance and Development Planning (MFDP), line ministries, and the NDC Partnership, using a whole-of-government and whole-of-society approach, with gender equality and social inclusion mainstreamed across all activities. ● Key Competencies o Strong organisational capacity to prepare structured technical documentation of consultations, workshops and meetings. o Experience in designing and implementing data collection and validation processes. o Proficiency in qualitative and quantitative data analysis using Microsoft Excel and other statistical/data management tools. o Strong organizational and time management abilities, with the capacity to meet tight deadlines. o High level of integrity, professionalism, and attention to detail. o Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with GIS or data visualization tools is an added advantage. The expert will contribute to the objectives of both components of the project, the revision of Liberia's NDC Implementation Plan based on the updated NDC targets and aligned with national policies and strategies, and the development of Liberia's NDC Investment Plan, by providing technical inputs, validated partner and climate-finance evidence, and the technical documentation of the consultation, validation and endorsement of both plans. The expected results outlined below correspond to the main milestones of the work plan and are accompanied by performance indicators to assess their achievement. A detailed description of the below activities and associated deliverables will be shared with the selected expert upon commencement of the assignment. Result 1: A robust evidence base for the Revised NDC Implementation Plan. o Activity 1.1: Design and lead the partner consultation process, including the stakeholder-outreach strategy, agenda-setting and authoritative documentation of proceedings, and compile and validate the partner mapping matrix in coordination with the NDC Implementation, Investment Planning and MRV Expert. o Activity 1.2: Curate and validate the data and information inputs required for the multi-criteria analysis, including the review of and alignment with the county climate action plans, and produce an authoritative record of its prioritisation process. o Activity 1.3: Prepare the technical documentation of the consultations in Monrovia and produce revision logs on how stakeholders’ inputs where integrated into deliverables. o Activity 1.4: undertake and quality-assure the upload of the endorsed Implementation Plan onto the NDC Partnership online tool, ensuring accurate and verified entry of all activities and indicators in close collaboration with the NDC-P support unit and EPA. o Activity 1.5: Compile and validate sector data, indicator baselines and sources, and deliver training to EPA and line-ministry staff on the use and update of the tools. Expected deliverables: o 1.a Consolidated partner mapping matrix with rigorous source referencing and a concise analytical report. o 1.b Comprehensive Implementation Plan consultation response matrix and validation report, documenting the substantive inputs received, how they were addressed, and the revisions incorporated into the final plan. o 1.c online-tool upload notes documenting and verifying the entries made on the NDC Partnership platform. o 1.d Validated sector tracking tool data inputs with an expert note on data sources, gaps and remaining verification needs. Result 2: A validated climate-finance baseline and inclusive consultation process for the Updated NDC Investment Plan. o Activity 2.1: Curate and validate the existing financial strategies, sectoral cost estimates and reference documents required, with rigorous source referencing. o Activity 2.2: Conduct and document the targeted interviews with EPA, MFDP and sectoral focal points required for the institutional review. o Activity 2.3: synthesise templates, donor procedural references and good practice from on-going PAF, GCF and NDC Partnership (and not limited to) engagements in Liberia. o Activity 2.4: Prepare the technical documentation of the targeted consultation workshops in Monrovia, including the discussions and the interest signals captured from financial actors such as the Liberia Chamber of Commerce, enterprises, financiers and county focal points. o Activity 2.5: Prepare the technical documentation of the high-level Investment Plan validation workshop, including the agenda, materials and participant records, and produce the workshop report and validation log. o Activity 2.6: Prepare the final submission package of the NDC Investment Plan for the sectoral focal points, including the verified distribution log, and prepare a debriefing note. Expected deliverables: o 2.a Validated Investment Plan evidence pack, compiling source-referenced costing assumptions, financing data and technical findings from institutional interviews. o 2.b Investment consultation synthesis reports for the stakeholder and validation workshops, documenting the substantive inputs received, agreed revisions and implications for the final Investment Plan. o 2.c Complete final submission package, including consolidated technical annexes, a final response-to-comments matrix, and a technical handover note summarising key assumptions, outstanding issues and recommended follow-up actions. Specific tasks and responsibilities See above. Across all tasks, the expert will: o Provide technical inputs to enable timely delivery of Outputs 1 and 2. o Prepare the technical documentation of the sector and partner consultations, including agendas, briefs and meeting records. o Compile and validate the partner mapping matrix of completed, ongoing and planned NDC-support initiatives, by sector, geography, financing source, implementing entity and status, and conduct the evidence gathering and source validation for the climate-finance baseline.
Qualifications/special skills
o Bachelor’s Degree in public policy, economics, environmental management, development studies, finance, or a related field but Advanced university degree (Master's preferred) in environmental science, climate change, natural resource management, development studies, statistics, public policy, or a related field. o At least nine (9) years of senior-level experience advising government institutions and development partners in Liberia, on climate change, environment, or sustainable development programmes. o Demonstrated working knowledge of the sectors prioritised in Liberia's NDC including ag-riculture and food security, forestry and land use, coastal zone protection, water re-sources, energy, waste, and transport with the ability to translate sector-specific mitiga-tion and adaptation targets into costed, financeable investment priorities. o Demonstrated expertise in designing data collection systems in national or international development contexts, preparing technical inputs to high-level multi-stakeholder consultations, and in producing authoritative documentation and analytical reports o Proven expertise in compiling, validating and quality-assuring project data, and in managing structured datasets with rigorous source referencing. o In-depth knowledge of Liberia’s institutional landscape relevant to NDC implementation and climate finance, including EPA, the Ministry of Finance and Development Planning (MFDP), key line ministries, and county-level structures, is a strong asset. o A demonstrated track record of supporting UN-led, NDC Partnership-led or donor-funded technical assistance in Liberia is highly desirable. o Strong understanding of Liberia's environmental and climate governance frameworks, including climate change, biodiversity, and sustainable development priorities. o Excellent report writing, analytical, and communication skills.
