JOB TITLE: Logistics Associate - Food Quality and Safety

BACKGROUND AND PURPOSE OF THE APPOINTMENT:

Assisting over 100 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization delivering food assistance in emergencies and working with local communities to improve nutrition and build resilience. To be effective in this mandate WFP must ensure that it reaches the right people and that it manages its relationship with those individuals and their communities in a responsible, accountable, and effective manner.

In 2012 WFP launched its largest humanitarian response operation to address the food needs of Syrian refugees in Jordan. Since then, WFP has been providing food assistance to vulnerable groups on monthly basis to secure a stable access to food and stabilize their food security.

Within the framework of its Country Strategic Plan 2023-2027, WFP continues to provide food assistance to the most vulnerable refugees, however at reduced levels in terms of number of beneficiaries and transfer value. Under the National School Feeding Programme, WFP continues to further reach school going children with date bars.

Food Safety and Quality Assurance (FSQA) is a pillar of WFP's end-to-end supply chain, ensuring that food safety standards, policies and procedures are embedded from programme design through sourcing, storage, transport and final distribution. In Jordan, WFP delivers food assistance through a diverse set of modalities, including in-kind distributions, cash-based transfers through contracted retailers, date bars and healthy meals under the National School Feeding Programme, in addition to its role as a corridor country supporting the Gaza response. Each of these modalities carries distinct food safety and quality risks that require systematic monitoring, supplier oversight and rapid incident response. The Logistics Associate (Food Quality and Safety) will support the implementation of WFP FSQA activities across these operations through field monitoring, inspections, sampling, data collection, incident reporting, supplier follow-up and capacity strengthening support, working closely with cooperating partners, suppliers, retailers and national authorities to ensure that safe and quality food reaches beneficiaries.

ACCOUNTABILITIES/RESPONSIBILITIES:

• Provide operational and technical inputs to support the application of WFP FSQA policies, procedures and standards in country office operations, and support compliance with FSQA requirements.
• Conduct routine monitoring visits to warehouses, food production facilities, kitchens, retail outlets, distribution sites and other food assistance operations to verify compliance with WFP FSQA requirements.
• Assist in the implementation of food safety and quality monitoring programmes by collecting samples, inspection data, supplier information and operational records.
• Support supplier assessment, verification and monitoring activities, including documentation review, site inspections, corrective action follow-up and maintenance of supplier performance records.
• Assist in the investigation, documentation and reporting of food safety incidents, beneficiary complaints, recalls, withdrawals, quality deviations and non-conformities.
• Support the implementation of risk mitigation measures across food assistance operations and monitor the effectiveness of corrective and preventive actions.
• Review and maintain operational records related to food safety, hygiene, sanitation, pest control, traceability, product monitoring, commodity management and distribution controls.
• Assist in organizing laboratory testing activities, including sample collection, sample dispatch, result tracking and follow-up of analytical findings with relevant parties.
• Provide day-to-day technical support to cooperating partners, suppliers, warehouses, kitchens, retailers and other stakeholders on the application of FSQA procedures and requirements.
• Participate in food safety and quality audits, assessments, inspections and surveillance activities conducted by WFP or external parties.
• Compile, maintain and analyse operational data to support reporting of FSQA indicators, supplier performance, incident trends, laboratory results and improvement initiatives.
• Support training sessions, awareness activities and capacity strengthening initiatives for WFP staff, cooperating partners, suppliers and other stakeholders.
• Assist in maintaining FSQA documentation systems, trackers, inspection records, CAPA follow-up tools and knowledge repositories.
• Contribute to emergency preparedness and response activities requiring FSQA support, including rapid assessments, field monitoring and food safety risk escalation.
• Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS:

The following elements apply according to the operational context of the Country Office:

• Regular field travel to suppliers, warehouses, kitchens, retail shops, distribution locations and partner facilities.
• Support to hot meal, ready-to-eat meal, school feeding, CBT food retail, local procurement, in-kind food assistance and emergency response operations.
• Participation in supplier audits, food inspections, food sampling, laboratory testing coordination and CAPA follow-up.
• Use of digital tools, dashboards, trackers and standardized checklists for FSQA data collection and reporting.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:  

• Completion of secondary school education is required.
• A university degree in Food Technology, Food Science, Food Engineering, Public Health, Nutrition, Veterinary Sciences, Food Control, Quality Assurance or a related field is desirable.

Experience:

• Minimum of 3-5 years of relevant experience in food safety, food quality, food production, regulatory inspection, laboratory testing, auditing, public health inspection, nutrition operations, supply chain or a related field;
• Experience conducting inspections, monitoring visits, audits, surveys, verification visits or compliance checks.
• Experience collecting, organizing, analysing and reporting operational data.
• Experience working with food manufacturers, warehouses, laboratories, catering operations, retailers, cooperating partners or humanitarian programmes.
• Experience supporting emergency, field-based or time-sensitive operational environments is desirable.

Knowledge & Skills

• Practical knowledge of food hygiene, GMP/GHP, HACCP principles, pest control, traceability, sampling, laboratory testing and corrective action follow-up.
• Good knowledge of food safety and quality monitoring procedures, checklists and inspection practices.
• Strong coordination and communication skills, including the ability to advise partners, suppliers and retailers on technical requirements.
• Ability to manage multiple tasks under pressure and to travel regularly to field locations.
• Proficiency in Microsoft Office applications and in the use of digital data collection tools, dashboards and trackers.
• Strong attention to detail, sound judgement and problem-solving skills.

Languages:

• Fluency in both oral and written communication of English and Arabic.
