Context

The conflict in Syria and many other countries without a resolution in sight as well as they Earthquake that 
hit Turkiye in the ESEM Region and NW Syria, have created unfortunate circumstances that continued to 
create surges of people in need. Host governments and humanitarian actors, including IOM, are providing 
relief assistance and protection to this extremely vulnerable population living with host families and in 
increasingly crowded camps and settlements. 
The combination of an extremely large displaced population and the accelerating rate of new arrivals is 
posing a growing challenge to reception communities’ capacity and host government’s response 
mechanisms. The staff will be under the overall supervision of RMO-Budget, the SRMO and the CoM, and 
will be accountable and responsible for the resource management needs, budget monitoring and reporting 
of all ESEM region programmed project in line with IOM policies, standards, and commitments

Responsibilities

Major Duties and Responsibilities:
1. Support Program Coordinator and the Resources Management Team in monitoring and management of all administrative and financial components of ESEM region based projects;
2. Support Senior Management in ESEM region sub-office in monitoring and overseeing the financial management for all project activities, and regularly report the financial status of projects to the Program Coordinator, SRMO, the RMO-Budget, the donor, and other stakeholders.
3. Evaluate regular financial reports and take action to resolve anomalies. in coordination with the SRMO, advise Project Managers and the RMO-Budget /SRMO on unusual budget and financial trends.
4. Assist the Program Coordinator providing oversight of financial expenditure and accountability. Provide forecasts of cash flows according to activities of all projects. Ensure all commitments are registered and reflected in financial reports. Ensure that salaries and all other expenses are correctly charged.
5. Provide feedback to the projects’ financial analysis and donor financial reports in accordance with the donor/grant agreement and IOM’s procedures and regulations;
6. Prepare donor financial reports in accordance with IOM regulations and established procedures. Assist Program Coordinator and RMO-Budget / SRMO in preparing annual budget for all ESEM region based project activities; monitor budget control process and analyse variances between budget and actual expenditures.
7. Monitor schedules of payments. Work with the Program Coordinator in the preparation of budgets for new programmes/ projects, ensuring proper coordination within the Mission. Secure all project financial and administration-related files;
8. Take lead in internal coordination for the preparation of the annual mission budget on BEACON.
9. Develop Budget tools/ applications for faster and more accurate execution of the processes within the budget unit and provide support to the team regarding these applications.
10. Suggest procedural improvements and train the project team in the relevant areas of administration and finance in accordance with the donor/grant agreement requirements;
11. In coordination with RMO-Budget, supervise and distribute workload and train the team in relevant areas of budget, reporting administration, and compliance to IOM policies and procedures.
12. Perform any other duties as may be assigned.

Qualifications

Education
• Master’s degree in Accountancy, Business Administration, Commerce/Finance from an accredited 
institution; or 
• University degree in the above fields from accredited academic institution with two years of relevant 
professional experience accounting or finance;
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
 
  • • Proven experience in Finance and Budgeting with international public sector and Mindanao projects 
    will be an advantage;
    • Experience in IOM field operations in post-conflict or peacebuilding settings will be an advantage;
    • Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities;
    • High level of computer literacy, in particular, experience in computerized accounting systems and 
    software. Good knowledge of MS Office specifically EXCEL. Knowledge of IOM 
    PRISM/accounting systems, software and procedures a distinct advantage;
    • SAP or PRISM training, an advantage; 
    • Knowledge of human resource management in international contexts, an advantage
 
Languages
 
  • Fluency in English is required (oral and written). Fluency in Turkish or Arabic is advantageous. Working knowledge of other IOM official languages is an advantage.
 
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
