Background and Rationale:
The United Nations Population Fund (UNFPA) is committed to achieving a world where every pregnancy is wanted, every childbirth is safe, and every young person's
potential is fulfilled. Central to its mandate is the promotion of gender equality, the elimination of gender-based violence (GBV), and ensuring access to life-saving
reproductive health services.
In addressing these goals, the "Towards Universal SRHR in the Indo-Pacific" (TUSIP) Project aims to shift community ecosystems to protect young people from Child,
Early, and Forced Marriage and Unions (CEFMU) while promoting Adolescent Sexual and Reproductive Health and Rights (ASRHR). Because deep-rooted social norms
typically require sustained intervention to transform, community-led initiatives are vital.
Youth Peer Educators (YPEs) serve as critical agents of change, empowered to lead peer-to-peer interventions and guide their networks away from harmful norms.
Concurrently, Adult Support Groups (ASGs)—comprising parents and community leaders—are necessary to create a protective, enabling environment that supports
these youth.
Evidence from the TUSIP pilot implementation in Barangay Bunuanan, Catbalogan City, highlights the profound impact of this two-pronged approach. Pre- and
post-intervention assessments demonstrated that YPEs' correct understanding and definition of CEFMU surged from 33% to 89%. Similarly, ASG members saw their
average competency scores in community facilitation, positive parenting, and prevention advocacy increase from 60% to 88%. To sustain and expand these
foundational gains, the engagement of an Individual Consultant is necessary to finalize the training modules and lead the expansion of these efforts.
Objectives:
The consultancy aims to finalize and roll out comprehensive training for YPEs and ASGs. Specifically, the Individual Consultant shall:
● Develop and finalize the training package for YPEs and ASGs
● Roll out and advocate the local partners to reproduce and use the YPE Mini Booklet.
● Conduct comprehensive Training of Trainers (TOT) for YPEs and ASGs, expanding implementation from the pilot site in Bunuanan to Silanga, Catbalogan City.
● Coordinate extensively with local government units and partner agencies to institutionalize the modules and complementary materials and sustain intervention impacts.
Scope of Work:
I. Duties and Responsibilities of the Consultant
Under the technical guidance of UNFPA, the Consultant will undertake the following:
A. Inception and Planning
● Conduct initial consultations with UNFPA and relevant partners to define the workplan, training framework, module enhancement strategies, and implementation plan.
B. YPE and ASG Training Package Development and Finalization
● Refine and finalize the drafted YPE and ASG modules
- YPE modules cover foundational life skills, understanding the "Gender Box", dissecting social norms, preventing CEFMU, disrupting GBV, and navigating safe reporting.
- ASG modules aim to equip parents and community leaders in creating a protective environment for adolescents.
● Pivot capacity-building from theoretical modules to practical, scenario-based case simulations to deepen real-world decision-making in adolescents.
● Integrate core competencies on positive parenting, effective communication, and rights-based framework.
● Ensure that the revised YPE and ASG training modules are aligned with UNFPA's human rights-based approach, gender-transformative programming, positive youth development principles, child safeguarding standards, Prevention of Sexual Exploitation and Abuse (PSEA), Do No Harm principles, and other relevant national and international guidance, as applicable.
● Develop a complete training package to support standardized implementation and replication by local government units and partners. The package shall include, at a minimum:
● Facilitator's Guide;
● Participant's Handbook or Learning Workbook;
● Presentation decks;
● Session plans and facilitation notes;
● Pre- and post-training assessment tools; and
● Training evaluation forms and other learning materials, as appropriate.
C. Validation and Finalization of the Training Package
● Facilitate the technical review and validation of the revised YPE and ASG training package to ensure technical quality, contextual relevance, and alignment with UNFPA standards. Specifically, the Consultant shall:
● Submit draft training modules and accompanying learning materials to UNFPA for technical review;
● Revise the draft materials based on UNFPA comments and recommendations;
● Facilitate one validation workshop or technical consultation with UNFPA and relevant stakeholders, as appropriate, to obtain feedback on the revised modules;
● Incorporate agreed revisions arising from the validation process; and
● Submit the final training package for UNFPA approval.
D. Advocacy and Rollout of the YPE Mini Booklet
● Design a strategic rollout and advocacy plan to introduce the finalized YPE Mini Booklet (Gabay ng Kabataan) to local partners and stakeholders in Catbalogan City.
● Conduct advocacy meetings and presentations with LGUs and agencies (SK, Barangay Councils, CSWDO, CPYDO, CHO, DepEd) to promote the adoption, mass reproduction, and sustained utilization of the YPE Mini Booklet within their respective youth programs.
● Provide technical assistance or brief orientations to these local partners on how to effectively integrate the booklet into their existing community activities and campaigns.
E. Conduct of Training (YPEs and ASGs)
● Organize and conduct Training of Trainers (TOT) for YPEs and ASGs. Building upon the successful pilot intervention in Bunuanan, lead the rollout to Barangay Silanga in Catbalogan City.
● Facilitate simulation exercises, role plays, case studies, and practice facilitation sessions to strengthen participants' knowledge, facilitation skills, confidence, and readiness to conduct community-based sessions.
● Administer pre- and post-training assessments and training evaluations to measure knowledge acquisition, facilitation competencies, and participant satisfaction, and use the results to improve subsequent training sessions.
● Develop and implement a structured post-training mentoring and coaching plan, including follow-up coaching sessions and technical support, to reinforce learning, address implementation challenges, and strengthen the confidence and competencies of newly trained YPEs and ASGs.
● Document key learning outcomes, participant feedback, good practices, implementation challenges, and recommendations to inform future roll-out and institutionalization of the training programme.
F. Stakeholder and LGU Coordination
● Collaborate directly with Local Government Units (LGUs) and relevant bodies including the Sangguniang Kabataan (SK), Barangay Officials, the City Social Welfare and Development Office (CSWDO), the City Population and Youth Development Office (CPYDO), the City Health Office (CHO), and the Department of Education (DepEd).
G. Monitoring, Reporting, and Documentation
● Comprehensively document the conduct of the Training of Trainers (TOT) for both YPEs and ASGs, capturing key learnings, participant feedback, and pre-and post-test results. UNFPA will provide some monitoring tools to the consultant.
● Monitor, track, and document all continuous post-training mentoring and coaching sessions designed to ensure YPEs and ASGs remain confident and accurate in their advocacy.
● Track and document the community rollout of the trainings and the practical utilization of the YPE Mini Booklet in the field.
● Prepare and submit regular progress and completion reports detailing the aforementioned activities for the review, feedback, and approval of the UNFPA Gender/GBV Team.
II. Expected Outputs/Deliverables
The Consultant shall deliver:
Deliverable 1: Inception Report detailing the methodology, timeline, and module enhancement and training package development outlines.
Deliverable 2: Draft YPE and ASG Training Package
The initial drafted package submitted for UNFPA review, which must include: the Facilitator’s Guide, Participant’s Handbook/Learning Workbook, presentation decks,
session plans, facilitation notes, and pre- and post-training assessment tools.
Deliverable 3: Finalized Training Package, Advocacy Plan, and Validation Report
● Finalized YPE and ASG Training Package: Incorporating all UNFPA and stakeholder feedback.
● YPE Mini Booklet Advocacy and Rollout Plan: A strategic design to introduce the booklet (Gabay ng Kabataan) to local partners.
● Validation Report: A brief document summarizing key comments received during the technical review and how they were addressed.
Deliverable 4: Execution and Completion of the YPE and ASG Training of Trainers (TOT) and Capacity Building Activities
A comprehensive report documenting the successful implementation of the YPE and ASG Training of Trainers (TOT) in Catbalogan City, including Silanga. This report must contain:
● Summary of training activities conducted;
● Training agenda and methodology;
● Participant profiles and attendance records;
● Results of pre- and post-training assessments;
● Training evaluation results and participant feedback;
● Documentation of simulation exercises and practice facilitation sessions;
● Photographic documentation (where appropriate and with due consent); and
● Key findings, lessons learned, challenges encountered, and recommendations.
Deliverable 5: Advocacy, LGU Coordination, and YPE Mini Booklet Roll-Out Report
● Execution of a strategic advocacy and coordination plan to institutionalize the training modules and the YPE Mini Booklet (Gabay ng Kabataan). This includes a submission of a Coordination and Roll-Out Report containing:
● Documentation of advocacy meetings, orientations, and coordination efforts conducted with Local Government Units (LGUs) and partner agencies (including SK, Barangay Councils, CSWDO, CPYDO, CHO, and DepEd).
● Detailed action plans or commitments from LGUs regarding the mass reproduction, adoption, and sustained utilization of the YPE Mini Booklet within their youth programs.
● Documentation of technical assistance provided to local partners on integrating the booklet into existing community campaigns and activities.
Deliverable 6: Mentoring, Community Rollout, and Monitoring Report
Submission of a comprehensive report documenting the implementation of post-training mentoring, coaching, and community rollout activities, including:
● Summary of mentoring and coaching sessions conducted;
● Documentation of technical assistance provided to YPEs, ASGs, and local partners;
● Monitoring of community rollout activities and utilization of the YPE Mini Booklet;
● Progress against the agreed implementation plan;
● Good practices, implementation challenges, and mitigation measures;
● Recommendations to strengthen future implementation and sustainability.
Deliverable 7: Final Completion Report documenting the training results, participant evaluations, and strategic recommendations for sustainability.
Submission of a comprehensive final report summarizing the implementation and results of the consultancy, including:
● Summary of all consultancy activities and outputs;
● Achievement of expected deliverables;
● Consolidated analysis of training outcomes and participant learning;
● Assessment of the effectiveness of the mentoring and coaching approach;
● Lessons learned and good practices;
● Recommendations for institutionalization and sustainability of the YPE and ASG programme within local government systems;
● Recommendations for scaling up or replication in other areas; and
● Finalized training package and all supporting materials in editable electronic format.
All reports and training materials shall be submitted in editable electronic format (MS Word, PowerPoint, and Excel, as applicable), together with PDF versions, and shall
be subject to review and written acceptance by UNFPA prior to payment.
Please note that if the consultant determines that additional experts or personnel are needed to complete all deliverables in this project, all associated expenses, including travel costs, professional fees, and any other related expenses, will be covered by the consultant.
Work Schedule Arrangements:
The consultancy entails a commitment to accomplish the project, commencing promptly upon contract approval. While certain processes—such as module enhancement, report writing, and initial coordination meetings with UNFPA—can be efficiently carried out via virtual means to facilitate a flexible home-based work environment, this consultancy requires mandatory in-person deployments to Catbalogan City.
The in-person components are critical for the successful execution of the project, specifically for:
● Conducting the in-person Training of Trainers (TOT) for Youth Peer Educators (YPEs) and Adult Support Groups (ASGs).
● Facilitating on-the-ground, continuous mentoring and coaching sessions in the community.
● Leading strategic advocacy meetings and engagements with local partners (e.g., Sangguniang Kabataan, Barangay Councils, CSWDO, CPYDO).

Upon successful completion and acceptance of Deliverable 6: Comprehensive Monitoring and Documentation Report (covering the conduct of TOTs, mentoring sessions,
community rollouts, and field utilization of the YPE Mini Booklet), and Deliverable 7: Final Completion Report documenting the training results, participant evaluations, and strategic recommendations for sustainability.
Total: 100%
- The first payment of 30% will be made upon receipt and acceptance of the first deliverable as per the table of deliverables (electronically);
- The second payment of 20% will be made upon receipt and acceptance of the second deliverables as per the table of deliverables (electronically);
- The third payment of 30% will be made upon receipt and acceptance of the third deliverable as per the table of deliverables (electronically);
- The remaining 20% will be made upon approval and acceptance of the fourth and final deliverable as per the table of deliverables (electronically).
A detailed project timeline, including specific deliverables and their associated deadlines, will be mutually agreed upon by the consultant and UNFPA. This timeline
will be outlined in an inception report to be submitted by the consultant at the commencement of the engagement.
UNFPA will cover the transportation and meal expenses for participants attending the in-person Training of Trainers (ToT) for Youth Peer Educators (YPEs) and Adult
Support Groups (ASGs).
Place where services are to be delivered:
All in-person activities, trainings, and field deployments for this consultancy will take place exclusively in Catbalogan City, Samar.
Note: As the consultant is required to be based in Catbalogan City, all local travel, transportation, and fieldwork-related expenses within the city shall be borne by the
consultant. Should official project activities require the consultant to travel outside of Catbalogan City, UNFPA will cover those specific travel-related costs for the
consultant (one person only)—including airfare, land transportation, and daily subsistence allowance—in addition to the professional fee. Any travel or logistical
costs for additional personnel engaged by the consultant shall remain the sole responsibility of the consultant.
Monitoring, Supervisory, and quality check arrangements:
The UNFPA Gender/GBV Programme Team will monitor the progress of all deliverables and the entire consultancy.
All draft deliverables shall be subject to technical review by the UNFPA Gender/GBV Team. The Consultant shall revise the deliverables based on consolidated comments
and submit final versions for review and acceptance. Final deliverables shall only be deemed complete upon written approval by UNFPA.
Supervisory Arrangements:
The project will be under the overall management and day-to-day technical backstopping of the UNFPA Gender/GBV Team. The consultant is expected to work
closely with the team to ensure quality checks and alignment with program goals. All activities are based and to be conducted in Catbalogan City.
Required expertise, qualifications, and competencies, including language requirements:
The following experience and qualifications are required for the IC:
Education: Bachelor’s degree in social sciences, such as social work, sociology, public health, child development, development studies, education, or other related
fields relevant to the assignment.
Knowledge and Experience:
● At least 2 years of relevant professional experience in developing training manuals, toolkits, modules, handbooks, or community capacity building.
● Must be based in Catbalogan City to ensure on-the-ground accessibility, contextual familiarity, and timely support, immediate availability for community rollouts, coordination with LGUs, and ongoing mentoring.
● Demonstrated experience in designing and facilitating Training of Trainers (TOT), workshops, consultations, and participatory learning processes for diverse stakeholders, including adolescents, community volunteers, local government personnel, and civil society organizations.
● Demonstrated experience in developing competency-based training curricula, manuals, facilitator's guides, learning modules, toolkits, participant handbooks, or other capacity development materials for community-based programmes.
● Proven experience working and coordinating with Local Government Units (LGUs), particularly with local structures such as the Sangguniang Kabataan (SK), Barangay Councils, CSWDO, CPYDO, CHO, and DepEd.
● Strong technical knowledge and background in SBC, adolescent sexual and reproductive health and rights (ASRHR), child, early and forced marriage and unions (CEFMU), gender equality, community organizing, child protection, gender-based violence prevention and response, gender and development, social inclusion, and leadership development
● Demonstrated experience working with Youth Peer Educator (YPE) programmes, adolescent participation, Positive Youth Development, or youth leadership initiatives is highly desirable.
● Demonstrated understanding of human rights-based and gender-transformative approaches, child safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), and Do No Harm principles in programme design and implementation.
● Demonstrated ability to translate complex technical concepts into practical, user-friendly materials tailored for community volunteers or non-technical audiences.
● Extensive experience in designing and facilitating participatory processes, including workshops, consultations, training sessions, and validation exercises with diverse stakeholders.
Languages:
● Fluency in English and Filipino, written and spoken, is required.
● Fluency in Waray is desirable.
Inputs/services to be provided by UNFPA or implementing partner (e.g support services, office, equipment), if applicable:
UNFPA will manage the logistical requirements for the activities outlined in this TOR, including arrangements for the venue, accommodations (as necessary), and meals.
UNFPA will also provide relevant reports, databases, research materials, and other key documents to support the implementation of the project.
