Result of Service
Under the supervision of the RC and UNCT and in close collaboration with the RCO, the Consultant will deliver a set of outputs aimed at establishing the necessary arrangements for the work of the Working Group on Sexual Misconduct Prevention and supporting the implementation of the 2026 PSEAH Workplan. The Consultant will contribute to advancing the Working Group's priorities and informing strategic planning for 2027. As PSEAH is a commitment and accountability of the UN system, this consultancy will help ensure that the UN in Viet Nam remains accountable for its PSEAH commitments and obligations, while strengthening collective prevention, reporting, referral, and coordination mechanisms in line with UN policies and good practice

Duties and Responsibilities
Under the overall supervision of the RC, the PSEAH Consultant will provide technical expertise to strengthen the collective PSEAH arrangements of organizations in Viet Nam. The Consultant will report directly to the RC and undertake the following: 1. Strengthen the In-Country PSEAH Framework - Advise senior leadership on the development and implementation of a collective in-country PSEAH strategy, ensure accountability for PSEAH. - Facilitate the work of an inter-agency SM Working Group for technical coordination on PSEAH, consisting of membership from UN agencies; international, national, and local organizations operating in Viet Nam. - Convene and facilitate regular Working Group meetings. - Conduct a joint PSEAH risk assessment and provide recommendations to inform strategic decisions by senior leadership. 2. Develop and Strengthen Inter-Agency Complaint Referral Mechanisms - Conduct a review of existing arrangements and develop recommendations for establishing and maintaining an inter-agency Community-Based Complaints Mechanism (CBCM) by linking the Complaint and Feedback Mechanisms (CFMs) of Network members through agreed referral pathways, including capacity-building recommendations for personnel operating complaint channels on inter-agency referral protocols. - Draft Standard Operating Procedures (SOPs) on inter-agency complaint referral aligned with the Global SOPs on Inter-Agency Cooperation in CBCMs and adapted to the local context. - Present recommendations to senior leadership to facilitate the finalization and endorsement of the Viet Nam SOPs. 3. Train Staff at Entry Points - Design and facilitate inter-agency training on good practices in SEA complaint intake and referral for PSEAH Focal Points, Protection, GBV and Child Protection actors, and personnel staffing complaint and feedback channels, to strengthen awareness of SEA recognition and referral procedures within the joint CBCM. - Develop and promote dissemination approaches for contact information of PSEAH Focal Points among staff and affected populations to strengthen awareness of formal reporting mechanisms. 4. Complaint and Assistance Referral Review and provide technical guidance on allegation referral and survivor assistance mechanisms. Where allegations are brought to the Consultant's attention, advise relevant stakeholders on appropriate referral of the allegation to the concerned organization and referral of the survivor to available services based on informed consent, and provide recommendations for follow-up in accordance with the SOPs and international good practice.
Qualifications/special skills
Education: Advanced university degree (Master's degree or equivalent) in social sciences, international development, gender studies, human rights, law, public policy, social work, psychology, international relations, or a related field, and at least 5 years of relevant professional experience are required. A first-level university degree (Bachelor's degree or equivalent) in a relevant field, combined with 7 years of relevant experience, may be accepted in lieu of the advanced degree. Experience in gender equality, gender-based violence, and PSEAH, particularly accountability for PSEAH, is highly desirable. • Minimum of 5 years of work experience (with advanced University Degree) or 7 years of work experience (with Bachelor's degree) in gender equality, gender-based violence. Experience in PSEAH, especially in accountability for PSEAH, is highly desirable. • Field experience in humanitarian or development settings, ideally in PSEA • Familiarity with administrative investigation procedures (e.g., OIOS, agency-level investigation units) • Familiarity with the UN system and global coordination structures (e.g. IASC) • Proven ability to develop and/or implement an Action Plan/Strategy Strong knowledge of the national legal and institutional framework related to PSEAH and experience working with Government entities, UN agencies and civil society organizations in Viet Nam • Proved experience in developing and facilitating training and capacity-building activities is an advantage • Familiarity with data protection and confidentiality measures is an advantage
Languages
Fluency in English and Vietnamese is required.

The consultant will deliver the following outputs: Deliverable 1: Coordinate the Working Group on Sexual Misconduct Prevention meeting under RCO (2 days) o Delivery: 15 October 2026 Deliverable 2: Develop, support dissemination, and facilitate endorsement of Inter-Agency Sexual Exploitation and Abuse Referral Procedures (IA SEARP), specifying adherence to the UN System-wide SOPs on Monitoring and Reporting SEA/SH and Victim Assistance Frameworks. ( 8 days) o Delivery: 31 October 2026 Deliverable 3: Update the inter-agency SEA risk assessment, referring to the IASC Joint PSEAH Risk Assessment Tool or the UN Partner Portal (UNPP) Capacity Assessment methodology to make sure that the methodology aligns with standard UN agency assessments (e.g., UNICEF, UNHCR, UNFPA, UNDP).(10 days) o Delivery: 15 November 2026 Deliverable 4: Develop the 2027 PSEAH Workplan (5 days) o Delivery: 15 December 2026 Deliverable 5: Prepare the 2026 Annual Results Report on the Working Group on Sexual Misconduct Prevention and RC Management Letter (1 day) o Delivery: 20 December 2026 Total: 26 working days **PAYMENT TERMS: Payments will be made in 2 lump sums upon completion of deliverables with following schedules: - 1st installment after completion of Deliverables 1 and 2 (end of November 2026) - 2nd installment after completion of Deliverables 3, 4 and 5 (end of December 2026)
