Purpose of consultancy
The consultant is expected to work independently but in close collaboration with the WHO Ukraine Country Office, the Ministry of Health of Ukraine, regional centres for emergency medical care and disaster medicine, and other relevant stakeholders. The assignment will be primarily home-based and will include at least two field monitoring visits conducted jointly with the Ministry of Health of Ukraine.
Background
Emergency medical care and disaster medicine are essential components of Ukraine's health system, ensuring timely pre-hospital care, coordination of the medical response, and safe transfer of patients during routine emergencies, public health emergencies, and incidents involving mass casualties. The effectiveness of the system depends on coordinated dispatch, rapid deployment of emergency medical teams, standardized medical triage, clear patient pathways, continuity of care between pre-hospital and hospital services, and effective interagency cooperation.
Ukraine's emergency medical care system is operating under sustained pressure. The ongoing war, repeated mass-casualty incidents, population displacement, damage to critical infrastructure, and changing demands on referral facilities have increased the complexity of dispatch, response, triage, and patient routing. These conditions require regional systems to maintain operational readiness, adapt routes to available capacity, and coordinate effectively with health facilities, emergency services, local authorities, and other relevant actors.
Cabinet of Ministers of Ukraine Resolution No. 174 of 28 February 2023 provides an important framework for organizing the capable network of health care facilities and planning patient pathways for priority areas. A systematic review of existing routes and their implementation is needed to assess whether patients are directed to facilities with the appropriate functions and capacity, identify operational bottlenecks, and determine where routes, coordination arrangements, or regulatory provisions require clarification or improvement.
This assignment will combine joint monitoring visits with the Ministry of Health of Ukraine, analysis of patient pathways, consultations with regional centres for emergency medical care and disaster medicine and other key stakeholders, and a review of the applicable legal, regulatory, and organizational framework. Particular attention will be given to preparedness for and response to emergencies and mass-casualty incidents, including dispatch, emergency medical team response, medical triage, routing, and interagency coordination. The findings will inform a consolidated analytical review and practical recommendations to improve the efficiency, consistency, and resilience of the system.
