The Consultant will be expected to produce: 1. Enhanced UNSMIL capacity to advance the implementation of the economic governance recommendations emerging from the Structured Dialogue through timely, evidence-based political economy analysis and strategic policy advice. 2. Strengthened engagement and consultation with relevant Libyan economic and financial institutions, technical experts, and other stakeholders to support consensus-building and the operationalization of priority economic governance reforms. 3. High-quality analytical products, including policy briefs, briefing materials and strategic recommendations, produced to inform UNSMIL's engagement and decision-making on economic governance priorities. 4. Actionable policy options and practical implementation pathways developed for priority economic governance reforms, including assessments of feasibility, stakeholder interests, risks, and sequencing. 5. Improved understanding among UNSMIL leadership of the political economy dynamics shaping economic governance reforms, enabling more informed decision-making and strategic engagement with Libyan stakeholders. 6. A comprehensive end-of-year synthesis report prepared, in close coordination with members of the Integrated Economic Unit and under the guidance of the Head of Unit, consolidating political economy analysis, stakeholder consultations and policy recommendations to inform UNSMIL's engagement on priority economic governance reforms and implementation pathways.

Job Description: The United Nations Support Mission in Libya (UNSMIL), in accordance with its Security Council mandate, supports Libyan-led efforts to advance an inclusive political process, strengthen governance, promote institutional reunification, and foster economic stability. Recognizing the close interlinkages between political and economic dynamics, UNSMIL provides strategic analysis and technical support to inform dialogue on economic governance and institutional reforms. The newly established Integrated Economic Unit supports UNSMIL leadership by providing political economy analysis, policy advice, and strategic engagement on key economic governance issues, including public financial management, the banking sector, natural resource governance, and institutional reform. The Unit contributes analytical inputs to the Mission's political engagement, supports dialogue among Libyan stakeholders, and develops evidence-based policy options to advance institutional coherence and sustainable economic governance. To strengthen its analytical capacity, UNSMIL is recruiting a time-bound national Economist. Working under the supervision of the Head of the Unit and the overall guidance of the Deputy Special Representative of the Secretary-General/Resident Coordinator (DSRSG/RC), the incumbent will provide high-quality political economy analysis, policy research, stakeholder mapping, and strategic advice to support the Mission's work on economic governance and reform. The Economist will contribute to the development of actionable policy recommendations, assess reform opportunities and risks, and support engagement with national and international counterparts on priority economic issues. Duties and Responsibilities: 1. Policy Analysis and Advisory Support • Conduct in-depth political economy analysis of priority economic governance issues to inform UNSMIL's engagement on the economic track of the political process. • Provide evidence-based policy advice on economic governance, public financial management, financial sector reform, institutional coordination, transparency, and accountability. • Assess the political, institutional, and technical feasibility of reform options, identifying implementation opportunities, constraints, risks, and sequencing considerations. • Develop policy briefs, analytical papers, talking points, and recommendations to support decision-making by Mission leadership. 2. Stakeholder Engagement and Consensus Building • Establish and maintain substantive engagement with Libyan economic and financial institutions, technical experts, academia, private sector representatives, and other relevant stakeholders. • Support and facilitate consultations and technical discussions to gather evidence, validate analysis, and identify practical pathways for advancing priority economic governance reforms. • Conduct stakeholder mapping and analyse institutional interests, incentives, and relationships to inform UNSMIL's engagement strategy. • Provide analytical support to facilitate dialogue and strengthen consensus among national counterparts and relevant international partners. 3. Research, Drafting and Knowledge Products • Conduct research and prepare analytical papers, policy briefs, briefing notes, and presentations on priority economic governance issues. • Under the guidance of the Head of Unit, lead the preparation and drafting of the Unit's end-of-year synthesis report, consolidating findings from political economy analysis, stakeholder consultations, and technical discussions into a coherent set of policy recommendations. • Contribute to the preparation of strategic briefing materials and analytical products for senior Mission leadership and high-level engagements, as required. • Ensure that analytical outputs are evidence-based, policy-oriented, and aligned with UNSMIL's strategic priorities and workplan. 4. Support to the Integrated Economic Unit • Support the implementation of the Integrated Economic Unit's annual workplan and contribute to the delivery of priority outputs. • Monitor political and economic developments relevant to the Unit's mandate and identify emerging issues requiring analytical attention. • Perform other related duties as assigned by the Head of Unit.

Advanced university degree (Master's degree or equivalent) in economics, development studies, political economy, public policy, governance, public administration, international relations or a related field. Alternatively, a first-level university degree, in combination with other relevant academic qualifications and/or additional experience in the field of economics, development studies, political economy, public policy, governance, public administration, international relations or a related field is required. At least 5 years of progressively responsible experience in political economy analysis, economic governance, and public policy, governance reforms or related fields. Demonstrated experience conducting stakeholder analysis and providing economic governance policy advice in fragile, conflict-affected, or politically complex environments is required. Proven experience engaging with national institutions, policy experts, international organisations and development partners on reform and stabilization issues is required. Demonstrated ability to produce strategic, evidence-based and actionable analysis and recommendations for senior leadership and policymaking audiences is required. Strong understanding and experience in Libya’s political economy, governance landscape and institutional environment is required. Experience supporting policy dialogue, reform processes, or the implementation of governance-related recommendations at the national or institutional level is desirable.

English and French are the working languages of the United Nations Secretariat. For this position, fluency in Arabic and in English is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
