TERMS OF REFERENCE
UNICEF China has been working closely with the Ministry of Civil Affairs (MCA) to strengthen the child protection service system in China. Since 2010, MCA has advocated for the inclusion of the role of Child Director (a para-social worker, also known as a barefoot Social Worker) in a number of national policies, which state that each village and community should appoint at least one Child Director to provide services to vulnerable children. To date, MCA has supported the appointment of 582,000 Child Directors across urban and rural communities.
The overall objective of this consultancy is to provide technical guidance and support to national and subnational implementing partners and technical institutes engaged in strengthening the social service workforce, with a specific focus on the professionalization of Child Directors (Barefoot Social Workers).

Minimum requirements:
- Education: Master`s university degree in Social science, social development studies, humanity or other relevant disciplines.
- Work Experience: A minimum of five years of relevant work experience in child protection programming, including strengthening social service workforce, competency based training, programme planning, monitoring and evaluation
- Skills:
- Self-motivated team worker with a clear drive for results
- Good interpersonal skills
- Strong analytical skills
- Ability to work under tight deadlines and independently
- Ability to work in international and multicultural environment, and to work with cultural sensitivity
- Proficiency in the use of Microsoft Office software
- Language Requirements: Strong writing skills in Chinese and English
