TERMS OF REFERENCE
The Department of Education (DepED) and UNICEF are seeking a national consultant to carry out a review of the DepED Water, Sanitation and Hygiene in Schools (WinS) Program and make recommendations for strengthening the program effectiveness, sustainability, financing, climate/DRR integration, and monitoring.
DepED institutionalized the WinS Program through DepED Order No. 10, s. 2016, which sets policy objectives and standards to promote safe water, sanitation and hygiene practices and a clean learning environment for learners. The policy adopted the Three Star Approach (TSA) to WASH in Schools and its concept of progressive, stepwise improvements toward national WinS standards as the national strategy to help schools progressively improve WASH conditions. Over time, DepED and partners have also strengthened implementation through decentralized, school-led approaches and technical coordination mechanisms.

To qualify as an advocate for every child you will have...
Minimum requirements:
- Education: Master`s university degree in education management, development studies/management, economics, organizational development and related social sciences
- Work Experience:
- At least 10 years of experience and proven record of delivery high-quality policy and program implementation review, operations research, investment and strategic planning and institutional development designing
- Experience working with the Department of Education, particularly on major policy review, program evaluation and organizational development work, at national, regional, division and school levels an asset
- Skills (optional):
- Familiarity with DRR and climate change adaptation and mitigation issues, processes, action and programming in the Philippines an asset
- Demonstrated capacity to organize and facilitate participatory research activities, consultations and workshops
- Proven high-quality documentation and report writing in English (provide at least 3 samples of sole or lead authorship reports) and excellent communication skills, both oral and written, in English and Filipino language(s)
- Language Requirements: Filipino and English are required, and any other local language is an asset.
- Desirables: Experience working with UNICEF or other UN agencies in similar research and program development work is highly desirable
