Asia and the Pacific Regional Office (APRO) works to strengthen UNICEF’s position as a partner of choice for children’s rights among governments, regional groupings, and international financial institutions. NEST is an innovative multi-stakeholder partnership designed to transform early childhood development (ECD) outcomes across the East Asia-Pacific region through strategic investments, capacity building, and the generation and use of timely, contextualised evidence on what works. By addressing critical gaps in funding, implementation capacity, and evidence-based decision-making, NEST catalyzes sustainable improvements in ECD policies and programmes, benefiting millions of children during their early years.
NEST is a regional innovation built for long-term sustainability through government adoption and partner support. Its success depends on strong leadership, disciplined execution, and proactive engagement across partners, donors, and governments.
As a complex, multi-stakeholder partnership, NEST requires strong central leadership to translate vision into action. This includes driving resource mobilization, coordinating multiple workstreams, establishing effective governance, and ensuring operational excellence.
To meet these needs, NEST requires a Partnerships Manager (NEST Secretariat & Coordination) who will act as the operational backbone and delivery lead for the initiative. This role is not administrative; it is a managerial and results-driven position responsible for making NEST happen.
The purpose of this assignment is to lead, manage, and operationalize NEST, ensuring that strategic priorities are translated into funded, well-coordinated, and measurable actions. The Manager will be accountable for driving implementation, mobilizing resources, enabling effective governance, and ensuring that NEST delivers tangible results on time and to standard.
Under the direct supervision of the Partnerships Manager of APRO, The Partnerships Manager (NEST Secretariat & Coordination) will have end-to-end responsibility for NEST’s day-to-day functioning and strategic execution, across four core pillars:
- Strategic Leadership & Delivery Management
- Resource Mobilization & External Engagement
- Partnership Coordination & Secretariat Management
- Governance, Financial Oversight & Reporting

Minimum requirements:
- Education: Master's in social science, Public Administration, International Development, project or programme management, organizational development, or any other related fields.
- Work Experience: Minimum 8 years of progressively responsible experience in Programme Management, partnership coordination, secretariat leadership, or similar roles. Demonstrated experience working with multi-stakeholder initiatives, donors, and government counterparts. Proven track record in resource mobilization, partnership management, and operational delivery. Experience in ECD, social development, or regional initiatives. and any other related fields.
- Skills: Strong leadership, execution, and problem-solving skills. Excellent stakeholder engagement, diplomacy, and influencing abilities. Outstanding written and verbal communication skills. High level of organizational discipline and attention to detail. Ability to manage complexity, ambiguity, and competing priorities. Proficiency in digital collaboration and project management tools.
- Language Requirements: Proficiency in English is required.
Desirables:
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
