1.  Purpose of the Consultancy

The main objectives of this consultancy are to:

·         Support the Staff Learning and Development team in organizing and implementing defined people-management and HR capacity-building activities for WHO Country Office leaders, HR professionals and leadership-pipeline participants.

·         Assist with approved learning-needs data collection, preparation of practical learning materials, activity coordination, participation tracking and concise reporting under HRT/SDL guidance.

2.  Background

WHO EMRO is advancing its organizational transformation to strengthen leadership and organizational effectiveness across WHO Country Offices. The consultancy contributes by supporting practical people-management and HR capacity-building activities through learning-needs data collection, training coordination, easy-to-use learning materials and simple monitoring tools. Work will be delivered under BOS/HRT guidance and aligned with EMRO priorities and timelines. The consultancy is funded under the HRT/SDL workplan.

 

3.  Planned timelines (subject to confirmation)

Start date: 1 November 2026

End date: 4 months from the start date

 

4.  Work to be performed

Under the HRT/SDL workplan, the consultant will deliver the following outputs:

Output 1: Learning Needs Assessment and Capacity-Building Recommendations

-   Deliverable 1.1: Learning needs assessment report identifying priority people-management and HR capacity gaps, target audiences, gender considerations to support implementation of the enhanced Delegation of Authority and leadership development agenda.

Output 2: People- Management and HR Capacity-Building Package Developed

-   Deliverable 2.1. Comprehensive learning package reviewed and compiled, including facilitator guides, case studies, exercises, participant handouts, practical tools and job aids for people-management and HR learning programmes.

-   Deliverable 2.2: Workshop and virtual learning implementation package prepared, including agendas, participant materials, session plans, nomination and attendance matrices, and follow-up action plans.

Output 3: Project Monitoring and Evaluation Documentation Produced

 

-   Deliverable 3.1: Compiling and summarizing, using existing monitoring and reporting tools to track participation, gender balance, learning outcomes, feedback and completion rates.

-          Deliverable 3.2: Final project report produced summarizing learning outcomes, participant feedback, lessons learned and leadership, people-management and HR capacity-building initiatives across WHO Country Offices.

 

5.  Specific requirements

-          Qualifications required: First university degree in human resources management, business or public administration, organizational psychology, organizational development, adult learning or a related field.

-          Experience required: Up to 5 years of relevant professional experience supporting human resources, staff learning and development, training coordination, people-management capacity building or related activities. Experience in an international or multicultural work environment is desirable.

-          Skills / Technical skills and knowledge: Good knowledge of basic people-management and staff-development practices; ability to prepare surveys, learning materials, trackers and concise summaries; good drafting, coordination and organizational skills; proficiency in Microsoft Word, Excel, PowerPoint and online collaboration tools.

-          Language requirements: Expert knowledge of English is required. Intermediate knowledge of Arabic and/or French is desirable.

6.  Place of assignment

Off-site (home-based). The consultant will work remotely and be available for virtual meetings during WHO EMRO working hours, as required.

7.  Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

8.  Travel

No travel is anticipated. Any exceptional travel requires prior WHO authorization and will follow applicable WHO rules and procedures.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed

  • Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). The successful candidate will be asked to provide relevant evidence related to this condition. A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process.
