Mission and objectives

Assignment context

In China, through its triple mandate, UN Women advances gender equality and women's empowerment in alignment with China’s international commitments and national priorities – including those outlined in China’s Five-Year Plan, Outline of Women’s Development in China (2021–2030), China’s Beijing+30 National Review Report, etc. – and under the UNSDCF for the People’s Republic of China (2026-2030).

UN Women primarily works on three thematic impact areas in China: (i) high-quality social services and social protection (including ending violence against women and social norms change); (ii) high-quality and inclusive economic development (including decent work for women, gender-responsive institutions, care systems, women’s participation in emerging and green sectors); and (iii) international development cooperation for SDG attainment. Our programmes in these impact areas are further enabled through strategic communications and advocacy, strategic partnerships and resource mobilization and operations. As Chair of the UN Gender Theme Group, UN Women also leads technical and coordination support to strengthen UN in China’s action and accountability on gender equality.

Task description

Under the overall guidance of the Head of Office and a matrix supervision of the Operations Manager, the Planning, Monitoring and Reporting Associate will support office-wide programme planning, performance monitoring, results tracking, and reporting. Working closely with programme and operations teams, the incumbent will contribute to annual work planning, quarterly and annual reviews, donor and UNSDCF reporting, corporate reporting requirements, and the preparation of analytical and knowledge products. The Associate will support the consolidation and quality assurance of programme results and performance data, facilitate timely and accurate reporting, and help ensure compliance with UN Women and donor requirements.

The Volunteer also supports the management of programme information and results within UN Women's corporate systems, including RMS and Quantum, and contributes to strengthening results-based management practices, knowledge sharing, and organisational learning across the office. Through these efforts, the position will play an important role in enhancing programme effectiveness, accountability, and the achievement of UN Women China's strategic objectives.

Specific tasks are as follows:
• Support liaison with Regional Office planning, monitoring and evaluation colleagues to facilitate alignment with corporate requirements, policies, standards, and processes related to planning, monitoring, reporting, and evaluation.
• Assist in following up on planning, monitoring, evaluation, and reporting actions and outstanding issues, and support the preparation of status updates for the supervisor.
• Provide administrative and coordination support to inter-agency UN planning, monitoring, reporting, and related exercises, as required.
• Assist in the preparation of briefing notes, background materials, presentations, and other documentation for management meetings, UN coordination mechanisms, and external engagements.
• Support the maintenance of monitoring frameworks, indicators, monitoring calendars, and monitoring plans; assist in compiling relevant information and evaluation findings to support programme planning and implementation.
• Assist in the collection, consolidation, and organization of programme information and supporting documentation for annual work plan (AWP) monitoring, reviews, and reporting exercises.
• Support the preparation, consolidation, formatting, and quality review of reporting inputs for the UN Women Annual Report, Strategic Note reporting, UNSDCF reporting, donor reports, and other corporate reporting requirements, ensuring timely submission of required information.
• Compile, maintain, and organize programme and performance data, supporting documentation, and evidence to facilitate reporting, monitoring activities, reviews, and evaluations.
• Assist in maintaining programme results and performance information in UN Women's corporate systems, including RMS and Quantum, ensuring information is updated and accurately recorded.
• Support the documentation and dissemination of programme achievements, lessons learned, good practices, and knowledge products for reporting and knowledge-sharing purposes.
• Provide logistical and administrative support for monitoring, reporting, learning, and capacity-building activities, including meetings, workshops, and training sessions.
• Assist in the development, monitoring, review, and reporting processes related to the Strategic Note and associated results frameworks.
• Perform other duties as assigned by the supervisor.

Skills and experience

• Demonstrated experience in monitoring and reporting on programmes including the development of M&E mechanisms (indicators, targets) for programmes is highly desirable;
• Experience working in gender equality and women’s empowerment at the international level is an asset;
• Computer skills (i.e. Word, Excel, PowerPoint, social media, and others) is required;
• Experience working with software and systems related to strategic planning, monitoring, reporting and evaluation is highly desirable;
• Experience in development of annual reports and reporting documents is desirable
• Experience working within the UN system, Agencies, Funds or Programs is preferred
• Good interpersonal, networking and communication skills;
• Willingness to contribute and work as part of a team;
• Flexible and open to learning and new experiences;
• Respect for diversity and adaptability to other cultures, environments and living conditions;
• Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;
