• Enhanced system efficiency and system optimization for (1) UNEP GEF Project Implementation Report (PIR) platform for the Financial Year 2026 cycle to roll out the 2025-2026 PIR within the platform, (2) Migrate the CITES Monitoring of the Illegal Killing of Elephants (MIKE) application from PHP to Drupal to enhance database functionality and performance and assist the deployment on UNICC servers in Geneva. (3) Foresight application portal and include a user management module, move the configuration file from excel to database. Update the new signals inputs from Microsoft form into a database and create the pipeline to read the new signals from database into the platform. • Developed and implemented Household Waste Categorization web application for Lesotho using Artificial Intelligence (AI)

Duties and Responsibilities
1.1 Background and Organization Setting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The United Nations Environment Programme (UNEP) operates in an increasingly volatile, uncertain, complex and ambiguous global environment. Environmental governance today requires anticipatory capacity capable of detecting weak signals, interpreting emerging patterns, and enabling adaptive decision-making. To institutionalize foresight as a strategic capability within UNEP, the Office of Science, Data Analytics, Statistics and intelligence Section has developed a foresight platform to collect and analyse signals of change. This phase will focus on strengthening this platform and integrated into UNEP’s digital architecture and institutionalize foresight practice across regions and country offices. This consultancy is located in the Data Analytics, Statistics and Intelligence Section of the Office of Science. The specific functions of the Section include, but are not limited to: (1) collection, collation, statistical analysis, interpretation, reporting and presentation of environmental, SDG and related data; (2) facilitating the application of new tools, methods and approaches to collection, analysis and presentation; (3) horizon scanning, foresight and intelligence; (4) Global Environmental Monitoring; (5) developing and operationalizing standards, indicators and metrics 1.2 Explain the requirement for a consultant/individual contractor The Data Analytics, Statistics and Intelligence Section continue to support the UNEP’s mandate to keep the environment under review and developing appropriate actions and policies. This consultancy is necessary as it will bring on board expertise to the Systems Development and Analytics in the development of richer, more extensive digital solutions of data and knowledge flows and sustain more extensive networks of expertise to provide substantiated, contextualized knowledge about how the environment is changing on global, regional, national and local scales and link this to relevant policy analyses and actions. Specific tasks and responsibilities: 1) Development of MIKE Content Management System in Drupal 2) Migrate the current MIKE content to the new system 3) Support the deployment of the newly developed system to UNICC servers 4) Performance improvements to UNEP GEF Project Implementation Report (PIR) system 5) Prepare the GEF PIR system for the FY2026 reporting period, including putting the results from the FY2025 reporting period somewhere accessible and preparing the 2026 form. 6) Ensure reducing repetitive data entry by updating 2026 entries from 2025 results 7) Design and develop the Household Waste Categorization web application for Lesotho using Artificial Intelligence (AI)
Qualifications/special skills
An advanced university degree (master’s degree or equivalent) in Computer Science, Information Technology, Information Systems, or a related field is required. A first-level university degree in the same fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. A minimum of two (2) years of progressively responsible professional experience in computer science, information technology, information systems, or a related field, including experience in Drupal CMS development, API integration with Drupal CMS, application development using MS SQL and relational databases, web technologies such as HTML5 and CSS3, React and Python development, system analysis, design and computer programming, including advanced programming skills in PHP, MVC frameworks and Docker Hub, is required. Work experience in the United Nations or similar international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the consultancy, fluency in oral and written English is required. Knowledge of another UN Language is desirable.
