Mission and objectives
The United Nations Office at Vienna (UNOV) manages and implements the United Nations programme on the peaceful uses of outer space and supports UNOV/UNODC with various operational services.
As part of the United Nations Office at Vienna, the Information Technology Service (ITS) through its India Technology Hub (ITH) forms part of the ITS's vital delivery pillars in keeping with the UN's revised ICT strategy and is responsible for Information Technology Support, focusing on innovative, sustainable, affordable and robust digital solutions, cybersecurity measures and trainings to meet UNOV/UNODC requirements, also enabling availability of the solutions more generally across the UN Secretariat entities and beyond.
Assignment context
The Online Volunteer will support the India Technology Hub (ITH) in designing digital application projects by ensuring that relevant laws, rules, regulations, public policies and governance requirements are considered throughout the application design and development process.
The Online Volunteer will help bridge the gap between policy and regulatory requirements and technology implementation, ensuring that applications reflect applicable institutional, legal and regulatory requirements.
The scope of the assignment will be defined in consultation with the ITH Project and Technology teams and will focus on selected applications or workstreams. The Online Volunteer will provide research and documentation support and will not be expected to provide legal advice or make determinations on regulatory compliance.
Task description
The Online Volunteer will work with the ITH Project and Technology teams to:
1. Policy and Legal Research
o Support in researching applicable laws, policies, rules and regulations related to assigned applications.
o Identify potential areas of policy or regulatory concern for further review by the relevant experts. This will be based on parameters discussed and agreed in advance with the Project and Technology teams.
2. Requirements Analysis
o Translate policy and regulatory requirements into digital application and business requirements.
o Identify required controls, approvals, validations and audit requirements.
3. Process Review
o Review application workflows and business processes from a policy and regulatory perspective.
o Identify potential compliance gaps and areas requiring expert review.
4. Documentation
o Prepare policy and regulatory research notes, with the scope and workload discussed and agreed in advance with the Online Volunteer.
o Develop policy-to-requirement mappings and maintain relevant documentation.
o Work with Project Managers, Business Analysts, Developers and Subject Matter Experts to provide research-based inputs during requirements gathering and application design.
5. Data Privacy
o Support documentation of data privacy policies, procedures and requirements applicable to the application and its users.
o Maintain data privacy documentation, including data collection, access, processing, retention and sharing requirements, and support periodic updates based on applicable policies and regulations.

Skills and experience
Required education level
Bachelor’s degree or higher in Law, Public Policy, Public Administration, Governance, Political Science or related fields.

Required Experience
o Experience in policy, legal or regulatory research is preferred.
o Strong research, analytical and documentation skills.
o Ability to understand and summarize laws, policies and regulations.
o Ability to translate policy requirements into practical application requirements.
o Familiarity with digital applications or technology projects is an asset.
