The Position:
The Programme Analyst, Gender (NOA) at UNFPA Cuba is responsible for the management, coordination, and technical implementation of the project "Supporting the National Response to Gender-Based Violence in Cuba", signed in March 2024 and funded by the Government of Canada. In close partnership with the Federation of Cuban Women (FMC) and other key sectors (health, legal, law enforcement, and social-community), the position leads capacity-building efforts at both national and local levels to ensure a comprehensive, integrated, and survivor-centered response to gender-based violence.

Job Purpose:
The Programme Analyst, Gender is located in the UNFPA CUBA Country Office (CO) and reports to the Head of Office. The incumbent works closely with other programme and operations officers and contributes strategic guidance to ensure efficient, effective, and timely design and delivery of UNFPA CO’s country programme results and provides high-level technical assistance, promotes gender equality and human rights frameworks, and ensures that project monitoring, evaluation, and results-based reporting strictly aligns with both UNFPA's standards and donor´s requirements.
You would be responsible for:
1. Technical Leadership and Programmatic Oversight
- Territorial Coordination and Implementation: Plan, coordinate, and technically monitor project activities across the 40 selected pilot municipalities in the country's 15 provinces.
- Deconstruction of Social Norms: Design, supervise, and evaluate communication, awareness-raising, and advocacy strategies aimed at transforming gender stereotypes, social norms, and discriminatory patriarchal practices at local and national levels.
- Strengthening of Essential Services: Facilitate the creation, equipment, and strengthening of integrated, coordinated response services (health, legal, law enforcement, and social-community) for survivors of gender-based violence, leveraging the established capacities of the FMC's Women and Family Guidance Centers and other local spaces.
2. Capacity Building and Strategic Partnerships
- Technical Assistance to Counterparts: Provide high-level technical advice and strengthen the capacities of the Federation of Cuban Women (FMC) as the lead national counterpart, as well as other key institutional sectors (health, justice, law enforcement, media/communicators, and community actors).
- Management of Specialists and Protocols: Coordinate with local gender and GBV specialists and consultants to develop methodological tools, training programs, and the standardization of multi-sectoral protocols.
3. Monitoring, Reporting, and Results-Based Management (RBM)
- Quality Assurance and RBM: Ensure that operational planning (Annual Work Plans - AWPs) and activity implementation are carried out under the Results-Based Management (RBM) approach, with a rigorous gender equality and human rights perspective.
- Donor Reporting: Prepare high-quality, technical annual and final results-based narrative reports on project progress, indicators, challenges, lessons learned, and sustainability, strictly complying with the deadlines and quality standards of Global Affairs Canada (GAC).
- Systematization and Policy Advocacy: Systematize lessons learned from municipal pilot experiences to provide inputs that directly feed back into the implementation of the National Comprehensive Strategy for the Prevention and Care of Gender-Based Violence and Family Violence, as well as the National Program for the Advancement of Women (PAM).
4. Partnership and Advocacy
- Coordinating the Advocacy/Gender component project activities and ensuring their timely implementation.
- Fostering an effective working relationship with NGOs whose activities focus on Women’s health, status and gender related issues, strengthening the women NGO network.
- Planning the project activities with relevant partners including budgetary requirements and logistics arrangements.
- Coordinating organization of meetings, workshops and training. Preparing relevant documentation including background documents, meeting and expenditure reports.
- Assisting UNFPA and other partners in organizing meetings, training briefing sessions.
- Acting as the focal point for development of project documents and concept papers on gender issues for external (non-core) funding.
- Assisting the Head of Office for the various projects on gender issues implemented by UNFPA.
- Representing UNFPA CUBA in the Gender Interagency Group.
- Establishing a close working relationship with the Gender related Parliamentary Committees to secure the involvement of influential people and the private sector representatives in population and gender activities.
- Participating in advocacy task groups of the UNFPA CO to provide input into all advocacy related activities.
Carrying out other tasks as appropriate and required.
Qualifications and Experience:
Education:
Master’s degree in Social Sciences, Law, Public Policy, Public Administration, or other related fields relevant to the UNFPA mandate with emphasis on Gender and Gender Based Violence
Knowledge and Experience:
- Progressively relevant experience in project coordination and/or research on areas related to Gender and Gender Based Violence.
- Background in planning and reporting work experience at the UN System will be considered an advantage.
- Excellent writing and oral communication skills.
- Excellent interpersonal and negotiation skills.
- Advanced computer skills are necessary.
Languages:
Fluency in Spanish is required. English working knowledge is required.
