The Position:

The Programme Analyst, Public Policy and Participation is located in the UNFPA CUBA Country Office (CO) and reports to the Head of Office. The incumbent works closely with other programme and operations officers and contributes with strategic guidance to ensure efficient, effective, and timely design and delivery of UNFPA CO’s country programme results.  

The main purpose of the Programme Analyst for Public Policy and Participation position is to provide technical and operational support in the design, implementation, and monitoring of interventions that strengthen public policies and promote citizen participation within the framework of the UNFPA Country Programme in Cuba. The Analyst will contribute to mainstreaming Sexual and Reproductive Health (SRH) actions—with a special emphasis on the prevention of adolescent pregnancy—and Population and Development dynamics into local and national normative frameworks. Through this role, the incumbent will facilitate social and youth participation mechanisms, ensuring that programmatic strategies actively engage the population, respond to their real needs, and enhance the impact of public policies within the national context.

Job Purpose:

The Programme Analyst for Public Policy and Participation provides technical and operational support to strengthen national and local capacities for the design, execution, and oversight of policies and regulatory frameworks within the UNFPA Country Programme in Cuba. S/he prioritizes social and youth participation to advance Sexual and Reproductive Health (SRH), with a specific emphasis on the prevention of adolescent pregnancy and the exercise of their rights, ensuring these efforts are deeply integrated with Population and Development dynamics. Additionally, the Analyst is responsible for providing operational assistance, facilitating collaboration with government counterparts, civil society organizations, and academic institutions, and ensuring that project monitoring and reporting strictly adhere to the results-based management approach and quality standards.

You would be responsible for:

• Analyzes political, socio-economic, population and health situation relevant to UNFPA mandate and identifies strategic areas/opportunities and entry points for UNFPA's interventions, with particular attention to the set priorities as well as targeted groups (with due attention to adolescents, youth and women).
• In collaboration with a wide range of partners and stakeholders,the incumbent significantly contributes to the conceptualization, formulation and design of the SRH and P&D programs component's projects/activities including through innovative approaches and models, with particular focus on projects in priority selected areas.
• Guides and oversees the timely and efficient implementation and delivery of the SRH and P&D programs/projects/results including regular coordination meetings internally as well as externally.
• Analyzes and reports on implementation/bottlenecks of the assigned programme activities, provides recommendations for corrective measures, monitors programme expenditures and disbursement to ensure delivery is in line with approved budgets.
• Identifies, assesses, and engages strategic partners in support of the implementation of the projects.
• Facilitates and guides the work of consultants, advisors and experts involved in the implementation of the program under her/his responsibility.
• Maintains close working relationships with national and international counterparts involved in the implementation of the assigned programme/project activities.
• Contributes to monitoring and evaluation of projects/activities through applying existing procedures and mechanisms as well as through development of new approaches and tools and ensures creation and regular documentation of knowledge about current trends, patterns, gaps in SRH to be used in different platforms (i.e. advocacy, media, policy, technical, planning. etc).
• Identifies research gaps/needs and contributes to defining research priorities, objectives and scope and follows up on initiating and undertaking research work.
• Provides expertise and facilitates advocacy activities relevant to SRH through preparation and dissemination of relevant information for evidence-based advocacy.
• Supports communication, advocacy and resource mobilization through the compilation, presentation and synthesis of documents to be positioned in debates, dialogues and public events. Establishes and maintains the network of donors, civil society organizations, decision makers and the public to support the implementation of public policies.
• Provides input into various reports/documents namely annual, progress, donor, technical, strategies, policies, etc.

Qualifications and Experience: 

Education:  

Master’s degree in Social Sciences, Law, Public Policy, Public Administration, or other related fields relevant to the UNFPA mandate.  

 

Knowledge and Experience: 

• Progressively relevant experience in project coordination and/or research within UNFPA's mandate areas; 
• Specialized knowledge of international and national development policies,  populations and related activities;  
• Background in planning implementing and reporting work experiences at the UN System will be considered an advantage;  
• Strong analytical ability and professional experience in representing an organization;  
• Excellent writing and oral communication skills.  
• Excellent interpersonal and negotiation skills.  
• Advanced computer skills are mandatory.  

Languages: 

Fluency in Spanish is required. English working knowledge is required.
