Mission and objectives
The UN Resident Coordinator is the representative of the UN Secretary-General in Tanzania and is responsible for coordinating the work of the UN Tanzania Country Team (UNCT) which consists of 23 UN Agencies.
Assignment context
Tanzania is experiencing significant climate-induced shifts that directly impact its socio-economic pillars, notably agriculture, tourism, and water resource management. As the government and international partners deploy mitigation and adaptation strategies, effective programme coordination and strong understanding of the local institutional context are essential to support climate action.
The Technical Consultant will lead the behavioural science, narrative mapping and communication framework work. The online volunteer will provide practical programme, coordination and local context support, helping to facilitate engagement with Tanzanian stakeholders, organise information and follow up on activities and inputs required for the assignment.
The objective of the assignment is to provide programme and coordination support to the Technical Consultant and the UNRCO–UNEP team, ensuring that the assignment is effectively contextualised within Tanzania's institutional, policy and stakeholder environment.
Task description
The UN Resident Coordinator's Office (UNRCO) will provide overall coordination and ensure alignment with the wider UN Country Team and the United Nations Sustainable Development Cooperation Framework. UNEP Tanzania will provide substantive technical engagement on environmental and climate-related content, scientific integrity, policy context, stakeholder mapping and validation of relevant climate narratives, drawing on its mandate and engagement with Government,The assignment is structured over a strict 12-week timeline, divided into three distinct phases. Each phase is designed to build upon the findings of the previous one, with the Assistant providing research and programme support to the Technical Consultant leading the assignment. The UN Resident Coordinator's Office (UNRCO) will provide overall coordination and ensure alignment with the wider UN Country Team and the United Nations Sustainable Development Cooperation Framework. UNEP Tanzania will provide substantive technical engagement on environmental and climate-related content, scientific integrity, policy context, stakeholder mapping and validation of relevant climate narratives, while the online volunteer will provide complementary support to the Technical Consultant.
The assignment will therefore serve as a joint UNRCO–UNEP knowledge and learning initiative, with potential relevance to wider UN climate communications, advocacy and programming in Tanzania.
Phase 1: Programme & Stakeholder Context Mapping (Weeks 1–4)
The initial phase focuses on supporting the Technical Consultant and UNRCO team to establish a clear understanding of the Tanzanian programme and stakeholder context.
Key Activities:
• Compile relevant information on key Government institutions, UN entities, development partners, CSOs, community networks and other stakeholders relevant to climate action and communication.
• Support coordination of stakeholder information and consultations, including preparation of contact lists, background information and meeting materials.
• Provide local contextual inputs on relevant Tanzania policies, programmes, institutional arrangements and stakeholder engagement processes.
Phase Deliverable: Tanzania Programme and Stakeholder Context Summary, including stakeholder and coordination inputs (due end of Week 4).
Phase 2: Programme Coordination & Stakeholder Support (Weeks 5–9)
The second phase focuses on practical coordination and follow-up support to the Technical Consultant's research, validation and framework development activities.
Key Activities:
• Support scheduling, coordination and documentation of consultations, interviews, meetings and validation activities with relevant Tanzanian stakeholders.
• Follow up on information, inputs and feedback requested by the Technical Consultant and UNRCO–UNEP team.
• Support contextual validation of findings, stakeholder information and proposed communication approaches, ensuring their relevance to the Tanzanian setting.
Phase Deliverable: Stakeholder Consultation and Follow-up Records, Contextual Inputs and Updated Programme Tracker (due end of Week 9).
Phase 3: Documentation, Knowledge Management & Handover Support (Weeks 10–12)
team and UNCG (UN Communication Group). The final phase focuses on ensuring that programme information, stakeholder inputs and follow-up actions are well documented and organised for handover.
Key Activities:
• Maintain and organise programme documentation, consultation records, stakeholder inputs and action points.
• CT, UN and members of the UNCG support preparation and coordination of knowledge-sharing and capacity-building activities led by the Technical Consultant.
• Compile outstanding actions, contacts, reference materials and coordination notes to support follow-up after completion of the assignment.
Phase Deliverables: Programme Documentation, Stakeholder Records, Action Tracker and Handover Inputs (due end of Week 12) and UNEP The Programme Assistant (National) will have the opportunity to collaborate closely with the UN Resident Coordinator's Office (UNRCO) and UNEP in Tanzania, supporting the Technical Consultant while gaining practical experience in UN programme coordination, stakeholder engagement and climate-related initiatives.
Skills and experience
Academic Background:
Diploma or Bachelor's degree in Development Studies, Environmental Studies, Social Sciences, Public Administration, International Development, Project Management, Business Administration, or a closely related field.
Research & Analysis:
Experience supporting programme coordination, stakeholder engagement, information gathering, meeting documentation or administrative follow-up in a development, UN, Government, CSO or related setting.
Good organisational, communication and writing skills in English, with the ability to prepare clear meeting notes, correspondence, trackers and programme documentation.
Campaign Design:
Experience supporting consultations, workshops, communications activities, stakeholder engagement or development programmes is an asset.
While the assignment is remote, specific localized knowledge significantly enhances the feasibility and accuracy of the mapped narratives:
Strong familiarity with the Tanzanian institutional and development context, including relevant Government institutions, UN and development partners, CSOs and community networks, is highly desirable.
Fluent Kiswahili is required for effective engagement with local stakeholders and contextualisation of programme information and consultations.
