ORGANIZATIONAL CONTEXT:
These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office.
At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.
JOB PURPOSE:
Sri Lanka is highly vulnerable to cyclones, floods, landslides, and droughts, with disasters increasing in frequency and severity. In November 2025, Cyclone Ditwah devastated 22 districts, affecting 2 million people, destroying homes and croplands, and severely damaging irrigation systems. With the anticipated El Niño event in 2026–27 expected to bring both droughts and flooding, communities face heightened risks and limited coping capacity.
To address these challenges, WFP is implementing a USD 7.5 million program to assist 87,000 people (21,750 households) by combining cash transfers for rehabilitating irrigation systems, anticipatory cash support to flood-prone households, pre-positioning of essential non-food items, and strengthened disaster preparedness through coordinated risk assessments and digitalized systems.
The program builds on WFP’s leadership in disaster coordination, enabling rapid deployment within 72–96 hours of an emergency while supporting recovery and resilience, ensuring households are better prepared for future shocks and reinforcing government disaster risk financing systems.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Monitoring Support
1. Support the implementation of routine monitoring activities across WFP programme interventions.
2. Assist in coordinating field monitoring visits, assessments, surveys, and post-distribution monitoring exercises.
3. Support monitoring plan tracking.
4. Assist in maintaining records of monitoring activities and field reports.
5. Assist in conducting training to enumerators for assessments, surveys, and post-distribution monitoring activities.
Data Collection and Management
1. Support data collection processes, including preparation of questionnaires, beneficiary lists, and data collection materials.
2. Assist in monitoring data entry, cleaning, validation, and maintenance of monitoring databases.
3. Support the compilation and organization of quantitative and qualitative monitoring information.
Reporting and Analysis Support
1. Assist in preparing routine monitoring updates, dashboards, tables, and summary reports.
2. Support data analysis and visualization activities under the guidance of the M&E team.
3. Contribute to the preparation of monthly, quarterly, and annual monitoring reports.
4. Assist in compiling information required for corporate reporting systems such as COMET and Annual Country Reports (ACR).
Coordination and Capacity Strengthening
1. Support communication and coordination with government counterparts, cooperating partners, and service providers regarding monitoring activities.
2. Assist in organizing monitoring-related meetings, workshops, trainings, and field visits.
3. Support training in logistics and preparation of materials for monitoring and evaluation activities.
Administrative Support
1. Prepare meeting minutes, action trackers, and follow-up notes.
2. Support procurement, travel, and logistical arrangements related to monitoring activities.
3. Assist in processing routine administrative tasks related to the RAM unit.
Other Duties
1. Support beneficiary feedback and accountability mechanisms as required.
2. Perform any other duties assigned by the supervisor.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
Has experience utilizing WFP monitoring and evaluation systems and standards.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Completion of secondary school education. A post-secondary certificate in the related functional area specially background in M&E is desirable.
Experience:
Five years of progressively responsible work experience in the field of monitoring and evaluation, community and/or international development, Research and field data collection , Filed data collection coordination
Language:
Fluency in both written and spoken English and local language(s) is required. Working proficiency in both Sinhala and Tamil is highly desirable.
