Mission and objectives
The United Nations Development Programme (UNDP) works to support the Government and people of Papua New Guinea in achieving sustainable, inclusive, and resilient development. Guided by the UNDP Country Programme Document (2024–2028) and aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024–2028, UNDP partners with national and sub-national institutions, civil society, communities, and the private sector to reduce poverty and inequality, strengthen democratic governance, build resilience to climate change, promote gender equality, and accelerate progress towards the Sustainable Development Goals (SDGs).
Assignment context
The United Nations Development Programme (UNDP) is the lead UN agency on international development, working in about 170 countries and territories to eradicate poverty, reduce inequality, and build resilience, focusing on six core areas: poverty and inequality, governance, resilience, environment, energy, and gender equality. This United Nations Volunteers (UNV) assignment is part of UNDP Preventing and Countering Corruption in Papua New Guinea Project (PNG Anti-Corruption Project), funded by the European Union and implemented by UNDP and UNODC. The overall goal of the Project on Preventing and Countering Corruption in Papua New Guinea (the ‘PNG Anti-Corruption Project’), implemented by UNDP and UNODC is to support the Government, key national institutions, civil society and communities to strengthen their commitment and capacities to address corruption in line with the UNCAC, in order to more effectively progress the achievement of the Sustainable Development Goals for the benefit of all Papua New Guineans. Specifically, the Project aims to strengthen Papua New Guinea’s national integrity system through the strengthening of core anti-corruption institutions and processes, through support for key Government and non-government bodies.
Task description
Within the delegated authority and under the supervision of the Chief Technical Advisor (Anticorruption), the Anti-Corruption Associate will contribute to the effective functioning of the day-to-day activities of the PNG Anti-Corruption Project. The Associate will provide high-quality support for a range of functions in connection with the Project documentation and its stakeholders, as well as the mechanism for reviewing the implementation of the United Nations Convention against Corruption (UNCAC) in line with UNDP standards and procedures, and will:
- Provide substantive inputs for the implementation of the overall programme of work of the PNG Anti-Corruption Project, with a view to promoting the ratification and implementation of National Anti-Corruption Plan of Action UNCAC.
- Assist in monitoring and reviewing best practices, methodologies and programmes in areas related to the implementation of NACPA and UNCAC.
- Assist in the organization and/or delivery of a variety of specialized technical workshops, training and events for stakeholders and prepare training and events material.
- Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
- Prepare and assist in the substantive and administrative servicing needed for Project
implementation.
- Provide substantive inputs to the substantive and programmatic reports.
- Foster necessary collaboration among projects, including with national authorities relevant for the implementation of the NACPA and UNCAC.
- Convention, as well as with inter-governmental and non-governmental organizations.
- Mainstream gender equality across the projects and support the Gender mainstreaming in promoting this cross-cutting theme.
- Ensure the implementation of the ongoing gender initiatives within the Country Office empowerment programs.
- Perform other work-related duties as required.
Skills and experience
• A minimum of three years of progressively responsible professional experience at the national and/or international level in legal fields or other relevant programmes.
• Familiarity with the United Nations system or other international development organizations.
• Excellent oral and written communication skills; including drafting, formulation, and reporting abilities.
• Accuracy and professionalism in document production, editing and formatting.
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, civil society, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
• Ability to work and adapt professionally and effectively in a challenging environment; demonstrated ability to work effectively in a multicultural team of international and national personnel.
• Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment.
• Self-motivated, ability to work with minimum supervision and ability to work with tight deadlines.

Living conditions
Port Moresby, the capital of Papua New Guinea, offers a range of accommodation options, shopping centers, restaurants, banking services, healthcare facilities, and reliable telecommunications. A variety of locally produced and imported food is readily available. Electricity and water are generally available, although occasional service interruptions may occur. The city is served by regular domestic and international flights through Jacksons International Airport, providing convenient access to other parts of the country and abroad. The climate is tropical, with warm temperatures throughout the year and distinct wet and dry seasons. Lightweight clothing is suitable for the climate, while business attire is expected in professional settings. Respect for local customs and Papua New Guinea’s rich cultural diversity is of utmost importance.
