Org. Setting and Reporting
The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $100+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber and commodities. OIM’s staff are all based in New York but come from over 40 countries. For more information, please visit OIM's website at https://oim.unjspf.org/. This position is located in the Office of Investment Management (OIM) of the United Nations Joint Staff Pension Fund (UNJSPF). OIM is responsible for the investment of the assets of the Fund. The temporary position supports organizational development at OIM to facilitate the implementation of Total Portfolio Approach (TPA) best practices at the Fund. Following the TPA Feasibility Study, OIM identified a sequenced programme to move the Fund towards a best-practice total portfolio model under Project Blue Print 2030. The One-Organization Enablement workstream seeks to strengthen enterprise-wide decision-making by improving coordination across investment teams, operations and governance functions; creating common investment language and aligned performance objectives; and establishing integrated governance, reporting and delegated-authority arrangements. The Programme Management Officer reports to the Representative of the Secretary-General for the investment of the assets of UNJSPF (RSG).
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Plan and coordinate the delivery of the One-Organisation Enablement project, including workplans, milestones, deliverables, risks, resources and consultant budgets. • Support governance, engagement and decision-making frameworks across investment, operations and governance functions, including delegated-authority structures and accountability mechanisms, to support total-fund outcomes. • Analyze the application of total portfolio principles within the Fund's governance, regulatory and operating environment and recommend practical solutions. • Coordinate development of the TPA Mindset framework, change-management materials, KPI/KRI structures and related documentation. • Support the review and standardization of performance measurement practices, including team and individual KPIs and peer benchmarking. • Monitor project delivery and change effectiveness, conduct governance and quarterly review processes, capture lessons learned and implement corrective actions. • Coordinate training and coaching for OIM leadership and teams on the TPA mindset and governance processes. • Develop system maps of key stakeholders, decision forums and information flows across asset-liability management, the reference portfolio and implementation functions. • Prepare presentations, briefings and reporting materials for governance bodies, including the Investments Committee and Pension Board. • Maintain governance records, audit-ready documentation and decision trails for project deliverables. • Provide strategic analysis and executive reporting on organizational readiness, accountability, delegated authorities and change management. • Performs other related duties as required.

Education
An advanced university degree (Master's degree or equivalent) in business administration, finance, investment management, organizational management or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, investment, organizational change, governance or a related area is required. Experience managing business-driven programmes in the financial services, preferably at an asset owner with similar profile as UNJSPF), is required. Experience delivering organizational or governance transformation in institutional or client engagements is required. Experience with stakeholder engagement, organizational culture change and the design of key performance and key risk indicators in complex, multi-stakeholder institutional environments is desirable. Experience developing or overseeing governance frameworks, RACI matrices and delegated-authority arrangements is desirable.

United Nations Considerations
