Org. Setting and Reporting
This position is located in the Strategic Planning, Programme Management, Evaluation and Change Service (SPECS) of the Office of the High Commissioner of Human Rights in Geneva, Switzerland. The Programme Planning Officer reports to the Senior Programme Management Officer under the overall guidance of the Chief of SPECS.
Responsibilities
Within delegated authority, the Programme Planning Officer will be responsible for the following duties: Coordinates the preparation of the High Commissioner's Plan of Action and Strategic Management Plan: * Designs the High Commissioner's Strategic Management Plan * Coordinates the drafting of the Plan, in cooperation with the implementing units, as well as with the Administration. * Sets out a process and timescale for the preparation of OHCHR’s programme of work in respect of regular budget and extra-budgetary activities, ensuring the coherence of the work plans of OHCHR’s units, and the production of the Branch and country and regional presences Strategic Plans and Annual work plan *Drafts related guidelines, and provides necessary technical support and coaching to branches and country and regional Programme managers Develops Planning for the Programme Plan: *Leads the cooperative effort to draft the Programme Plan requested by the General Assembly * Analyzes the proposed work programme to ensure it supports the objectives of the High Commissioner's Strategic Management Plan and Programme Plan, and advises OHCHR's Senior Management accordingly. * Monitors developments in the human rights bodies and organs to ensure that newly mandated activities are appropriately incorporated into the programme plan and assesses in cooperation with PSMS the resource implications. * Advises OHCHR's Senior Management regarding the consistency of the Programme Plan, including between the expected accomplishments and indicators of achievements, and programme budget. * Analyses and advises Senior Management on the congruence among the programme budgetary and organizational structures of OHCHR. * Contributes to the implementation of the mid-points and annual review Contributes to the programmatic and human rights policy development: * Contributes to the development of a human rights situation analysis which serves as the basis for the development of the High Commissioner's Management Plan. This includes soliciting appropriate inputs from all branches and country and regional offices. *Identifies the need for internal policy positions. Supports relevant units in the drafting of policy positions and proposals to address those issues. * Supports the Senior Programme Management Officer in the identification of external policy positions on human rights issues * Provides a strategic or corporate-level perspective to the other work units that design policy positions.

Education
Advanced university degree (Master’s degree or equivalent) in management, political science, public administration, international relations, or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in planning, monitoring, programme evaluation and solving management issues in complex situations is required Out of the seven years, at least five (5) years of experience in human rights, development or closely related areas is required A minimum of five years of experience in project or programme management and in strategic planning at the international level is required Experience in the development and roll out of planning and reporting tools including the United Nations secretariat’s integrated planning, management and reporting solution (IPMR) is desirable Experience in the application of results-based management and human rights based approach programming principles is required Two years or more of experience in data analytics or related area is desirable
