BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP operations across Yemen are conducted within a highly complex, volatile, and high-risk humanitarian environment. To deliver large-scale assistance safely, efficiently, and accountably, WFP relies heavily on its Cash-Based Transfer (CBT) and Identity Management (IDM) delivery infrastructure to meet acute food security and nutrition needs.

The position is based in the WFP, Yemen country office and reports directly to the National Officer of the CBT Unit under the overall supervision of the Head of the CBT/IDM Unit. The incumbent supports the technical implementation, tracking, reconciliation, and coordination of CBT activities. The role requires strong initiative, technical accountability, and independent judgment to resolve day-to-day operational challenges, coordinate extensively with internal units and external Financial Service Providers (FSPs), and ensure the transparent and timely delivery of digital cash assistance to WFP beneficiaries.

JOB PURPOSE

To provide end-to-end technical, financial, and operational support for the planning, implementation, and quality assurance of CBT interventions. The incumbent will ensure rigorous data compliance across field distribution lists, manage monthly FSP reconciliation loops, maintain corporate financial tracking systems, and serve as the technical Secretariat for the internal WFP Cash-Based Transfer Working Group (CBT WG) to optimize cash delivery mechanisms across the operation.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct guidance of the National CBT Officer and the overall supervision of the Head of CBT/IDM, the incumbent will execute the following core accountabilities:

  • CBT Design & Implementation: Support the technical design, deployment, and optimization of CBT interventions at the Country Office level, ensuring absolute alignment with WFP’s Interim Country Strategic Plan (ICSP) and programmatic strategies.

  • Field Office Technical Support: Provide continuous technical guidance and backstopping WFP Field Offices throughout the entire CBT project management lifecycle, reinforcing corporate priorities and data standards.

  • Financial Tracking & WINGS Compliance: Monitor and follow up on transaction pipelines within WFP’s corporate financial system (WINGS). Reconcile open transactions, track fund releases, and ensure absolute consistency between fund allocations and financial commitments.

  • Platform Maintenance & Utilization Reporting: Support the administrative maintenance of WFP’s primary CBT management and reporting platforms, generating comprehensive data on CBT utilization rates, transfer values, and caseload distributions.

  • FSP Reconciliation & Financial Control: Lead the monthly financial reconciliation process immediately following report submissions by active Financial Service Providers (FSPs). Formulate detailed reconciliation reports, flag variances, and coordinate with third-level support to resolve data glitches.

  • Data Quality & Distribution List Control: Analyze monthly distribution plans submitted by Field Offices. Verify and control the quality, formatting, and structural consistency of all beneficiary distribution lists prior to routing them for official Programme clearance.

  • Pipeline Reporting & Information Consistency: Gather, consolidate, and clean monthly CBT distribution data for immediate integration into the centralized Country Office pipeline report. Draft accurate, time-sensitive briefs to enable data-driven decision-making by senior management and external stakeholders.

  • CBT Working Group Secretariat: Serve as the designated Secretariat for the WFP Cash-Based Transfer Working Group (CBT WG) in the Country office. Organize technical sessions, draft meeting minutes, compile action points, and submit strategic recommendations to management.

  • Partner Proposal & Budget Review: Provide Field Offices and Sub-Offices with specialized technical guidance for the rigorous evaluation of Cooperating Partner (CP) proposals and associated operation budgets that entail CBT modalities.

  • Field Monitoring & Assurance Missions: Plan, coordinate, and execute regular field monitoring and technical backstopping missions to Field Offices, Sub-Offices, and distribution sites to audit CBT-based operations, inspect local banking networks, and resolve field bottlenecks.

DELIVERABLES:

  • CBT Intervention Design: Support the design, technical deployment, and implementation of CBT interventions at the Country Office level.

  • Field Office Backstopping: Provide Field Offices (AOs) and Sub-Offices (SOs) with routine technical guidance and strategic alignment throughout the CBT project lifecycle.

  • Proposal & Budget Reviews: Provide technical guidance to AOs and SOs for the effective evaluation of Cooperating Partner (CP) proposals and operational budgets entailing CBT modalities.

  • FSP Reconciliation & Financial Control: Perform the monthly financial reconciliation process immediately following report submissions by active Financial Service Providers (FSPs).

  • CBT Working Group Secretariat: Serve as the technical Secretariat for the internal WFP Cash-Based Transfer Working Group (CBT WG) in the Country office, consolidating and submitting all formal recommendations to senior management.

  • Operational Travel Execution: Organize and carry out field monitoring and technical backstopping missions to Field Offices and Sub-Offices on a regular basis to support CBT operations.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University Degree (master’s or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field highly relevant to international humanitarian assistance. Alternatively, a First University Degree (Bachelor's) combined with a minimum of two (2) additional years of directly related professional work experience.

Experience:

  • Total relevant 5 years of experience in humanitarian sector including 1 year of Professional experience, specifically dedicated to the planning, design, technical implementation, and evaluation of Cash-Based Transfer (CBT) programs.

  • Direct experience working at the country or implementation level in developing countries or fragile states.

  • Desirable: Proven experience establishing standard operating procedures (SOPs) with private banks or Financial Service Providers (FSPs) within a humanitarian context. 

Knowledge & Skills:

  • Strong technical mastery of project lifecycle management, humanitarian principles, and cash/voucher transfer modalities.

  • Advanced analytical capabilities with a demonstrated ability to reconcile complex financial datasets, verify spreadsheets, and utilize enterprise resource planning (ERP) software (such as WINGS/SAP).

  • Excellent planning and organizational skills, with the ability to independently monitor own work plan and manage multiple deadlocked deadlines.

  • Proven diplomatic and communication skills (both verbal and written) to clearly explain project requirements to field counterparts, cooperating partners, and local authorities.

  • Resilience and high flexibility to regularly undertake field travel to remote, complex, or high-risk environments.

Languages:

Fluent in written and oral English and Arabic.
