CONTRACTUAL INFORMATION:

Position Title: Programme Policy Officer (Climate Data Analyst)

Contract Type: Service Contract, SC8

Division: Programme

Duty Station: Port Sudan, Sudan

Duration: 12 months

BACKGROUND:

Market-based disaster risk financing solutions, such as macro-insurance purchased by governments, enable faster and predictable responses to climate shocks. The World Food Programme (WFP) promotes risk transfer mechanisms—including macro, meso, and micro-insurance—to provide rapid financing and protect vulnerable communities. These instruments shift humanitarian financing from reactive crisis response to proactive risk management, ensuring pre-arranged funding for timely action.

In Sudan, WFP leverages its experience in emergency preparedness and resilience building to implement the African Disaster Risk Financing (ADRIFI) Programme, funded by the African Development Bank (AfDB). A core component is the development of Disaster Risk Financing (DRF) instruments based on accurate, timely, and structured data for risk assessment and financial modeling. To achieve this, the Programme will engage a Climate Data Expert to support WFP and national institutions in managing climate data essential for DRF design and implementation.

The successful candidate will report directly to the Project Lead.

ACCOUNTABILITIES/RESPONSIBILITIES:

The Climate Data Expert will undertake the following tasks:

  • Lead the collection, validation, and integration of multi-sectoral datasets relevant to disaster risk and financing
  • Work closely with government agencies, research institutions, and development partners to identify and gather datasets (e.g., hazard exposure, vulnerability, historical loss, fiscal data).
  • Clean, validate, process, and analyze data using appropriate statistical and geospatial tools.
  • Ensure processed datasets are shared with the wider DRF team and Global HQ, maintaining regular communication with the Macro Technical focal point and regional DRF focal points to align on data needs and priorities.
  • Support the preparation and dissemination of technical notes on DRF instruments, ensuring these are accessible to the wider DRF team and contribute to knowledge sharing and alignment.
  • Support the ongoing development and refinement of DRF instruments, including contingency financing, ARC replica parameters, and catastrophe layers, by working closely with HQ technical experts, ARC, and relevant research institutes. This includes providing in-country datasets, conducting analyses when required, and contributing to the development, testing, and customization of indices and parameters to ensure instruments remain context-specific and effective.
  • Develop and maintain a structured, secure data repository with standardized metadata and version control.
  • Ensure data quality, confidentiality, and compliance with national and international data governance standards.
  • Deliver targeted training sessions for government and partner institutions on how data collection connects to DRF instruments, how data is processed and validated, and the types of analyses undertaken to strengthen DRF instruments and overall risk management.
  • Facilitate hands-on workshops to strengthen technical skills in climate data interpretation and application for risk financing.
  • Perform any other related tasks assigned to support the objectives of the ADRiFi Programme.

EXPECTED DELIVERABLES:

  • A comprehensive and regularly updated database of DRF-relevant datasets.
  • Analytical reports and dashboards to support DRF instrument design and monitoring.
  • Documented data management protocols and metadata standards.
  • Training sessions and materials delivered to partner institutions.
  • Knowledge Management and Performance Reporting.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree in Data Science, Statistics, Economics, Meteorology, Geography or other relevant academic areas. Alternatively, a first university degree with additional years of relevant experience and/or professional training/certification.

Experience: Minimum one-year relevant professional experience in data analysis, preferably in disaster risk management, climate modeling, or financial risk modeling. Experience in developing analytical outputs such as risk profiles, dashboards, and scenario models is a must. Experience working with government institutions, research organizations, or international development agencies is an added advantage.

Knowledge & Skills:

  • Strong proficiency in statistical and geospatial analysis tools.
  • Demonstrated ability to manage large datasets and ensure data quality and integrity.
  • Experience in developing analytical outputs such as risk profiles, dashboards, and scenario models.
  • Familiarity with climate and disaster risk data sources, modeling techniques, and index development. Knowledge of data governance standards, confidentiality protocols, and metadata management.
  • Advanced analytical and problem-solving skills with the ability to interpret complex datasets.
  • Strong technical skills in data visualization and geospatial analysis.
  • Excellent communication and stakeholder engagement skills for facilitating collaboration and capacity building.
  • Ability to develop training materials and deliver workshops effectively.
  • Strong organizational skills with attention to detail and ability to meet deadlines.

Language: Excellent written and oral communication skills in English and Arabic.
