Mission and objectives

The International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society. In the Caribbean, IOM supports governments and partners to address migration challenges and opportunities through a comprehensive approach that integrates migration governance, disaster risk reduction, humanitarian action, climate resilience, and sustainable development. IOM works to strengthen regional cooperation and institutional capacities, ensuring that migration is safe, orderly, and responsive to the climate and development needs of Small Island Developing States (SIDS)

Assignment context

IOM is a projectized organization that relies on donor funding to deliver its mandate and support Member States. In the Caribbean, IOM implements programmes across a range of migration priorities, including labour mobility, climate mobility, disaster displacement, migration governance, protection, and resilience-building. Sustaining and expanding this portfolio requires dedicated project development support to identify funding opportunities, develop high-quality proposals, strengthen partnerships, and ensure alignment with regional priorities and donor interests. The assignment will contribute to these efforts while also supporting project reporting requirements, particularly under the ECHO-funded disaster preparedness and response project, helping to ensure effective accountability, and knowledge-sharing.

Task description

Under the overall supervision of the Coordinator for the Dutch and English-speaking Caribbean and the Chief of Mission Barbados, under the direct Supervision of the Programme Officer for the Caribbean, and in close coordination with the Project Support Unit (PSU), and the IOM

missions and regional partners, the UN Volunteer will undertake the following tasks:


1. Programme and Project Design

· Assist in the conceptualization and development of regional initiatives or projects that address migration and mobility challenges and opportunities in the Caribbean, includ-ing labour mobility, migration governance, climate mobility, and disaster displacement, in coordination with relevant UN agencies and other development partners.

· Contribute to the preparation of project concept notes, logical frameworks, and donor briefing materials, aligned with government and UN priorities identified by IOM.

· Support IOM’s technical cooperation with governments and regional institutions to pro-mote safe, orderly and regular migration, strengthened migration governance, and ev-idence-based mobility policies and programmes.

· Help identify financing opportunities for regional climate mobility programming, partic-ularly in the context of the Loss and Damage Fund or climate financing instruments relevant to SIDS.


2. Stakeholder Engagement and (Cross) Regional Coordination

· Assist engagement and coordination with UN partners, including the UN Network on Migration, development partners, donors, as well as IOM offices, and UN agency coun-terparts across the English- and Dutch-speaking Caribbean to strengthen collabora-tion, information sharing, resource mobilization efforts, and the development of joint regional initiatives.

· Contribute to IOM’s presence at regional workshops, technical meetings, and coordi-nation forums to remain informed of emerging priorities and partner initiatives, helping to foster strategic partnerships for multi-partner programmes, ensure alignment with regional efforts, and promote coordinated action that reduces duplication, maximises collective impact, and advances the principles of the humanitarian reset agenda.


3. Knowledge Generation and Reporting

· Assist in the preparation of research notes, infographics, synthesis reports, and com-munication products highlighting key trends, lessons learned, and recommendations related to labour mobility, migration governance, disaster displacement, climate mobil-ity, and other emerging migration and mobility priorities in the Caribbean.

· Support the drafting of progress reports and briefing documents for IOM management and donors, ensuring visibility of outcomes and results.

· Support reporting and communications for the ECHO-funded disaster preparedness and response programme and other projects, documenting key achievements, partner contributions, lessons learned, and donor- and public-facing products.


4. Platform Management

· Support the administration of IOM’s UNV platform, providing guidance to colleagues across country offices, facilitating access to UNV support and services, managing the quality assurance and submission of Descriptions of Assignment (DoAs), and support-ing volunteer onboarding, reporting, and progress tracking processes.

During the first month of the assignment, the UN Volunteer will work closely with his/her direct supervisor to finalize an agreed-upon work plan. The work plan should outline key objectives and activities and include regular check-ins with the supervisor to review progress and receive performance feedback.

Skills and experience

Experience description: Demonstrated interest and/or experience (up to two years) in:

· Demonstrated interest and/or experience in migration, human mobility, displacement, or related development and humanitarian issues, particularly in the context of Small Island Developing States (SIDS).

· Previous experience as a volunteer and/or experience of another culture (i.e., studies, volunteer work, internship) would be highly regarded.

· Strong analytical and writing skills, with the ability to synthesise complex information into clear and accessible reports, briefs, presentations, and communication products.

· Familiarity with international policy frameworks and processes related to migration, sustainable development, or humanitarian affairs is an asset.

· Ability to work collaboratively within intercultural and multidisciplinary teams, and to communicate effectively with governmental, intergovernmental, and civil society stakeholders.

· A strong sense of initiative, professionalism, and organizational capacity, including the ability to manage multiple tasks and deliver outputs in a timely and independent manner.


Skills in:

· Excellent writing, editing, and proofreading.

· Project development, coordination, and reporting.

· Research, analysis, and knowledge-management skills.

· Strong interpersonal and coordination skills, with the ability to work across diverse the-matic areas and with actors across the region.

· Experience with Power BI, Canva, Adobe InDesign, and data visualization is not es-essential but is desirable,

Living conditions

The UN Volunteer will be based in Bridgetown, Barbados, a family-duty station with stable political and social conditions, good infrastructure, and a relatively high cost of living. Barbados serves as a hub for regional Caribbean institutions and offers opportunities for engagement with regional actors. Travel to other Caribbean SIDS may be required, subject to security and budget considerations.
