Position: 

Expert support for One Health surveillance, preparedness and health system resilience strengthening 

Objective: 

To coordinate and provide technical support for selected Pandemic Fund activities under the WHO–FAO UN-to-UN Agreement, focusing on the National One Health Surveillance Strategy for genomics and zoonoses, related SOPs and Action Plan, and a Joint One Health Outbreak Simulation Exercise. Where relevant, the assignment will also support linkages with broader health system resilience, including enabling policy and legislative frameworks, PHC and UHC. The expert will support stakeholder coordination, timely implementation, delivery of agreed outputs, and high-quality monitoring, documentation and reporting, while applying a cross-cutting health systems perspective to strengthen sustainable national capacities for prevention, preparedness and response. 

Tasks: 

A. Development of the National One Health Surveillance Strategy for Genomics and Zoonoses, including SOPs 

The expert will: 

  • Coordinate development of the National One Health Surveillance Strategy for genomics and zoonoses, including the implementation roadmap and priority SOPs. 
  • Facilitate the work of the national multisectoral Working Group and coordinate engagement among WHO, FAO, national institutions, laboratories and other stakeholders. 
  • Review relevant legislation, policies, strategies and surveillance systems across the human, animal and environmental health sectors. 
  • Organize and support technical meetings, workshops and consultations, including preparation of key technical documentation. 
  • Coordinate national consultation, stakeholder feedback and finalization of the Strategy, Action Plan and SOPs. 
  • Maintain project documentation, ensure timely technical reporting, and submit the final expert report and agreed deliverables. 

     

     

    B. Support to Joint One Health Outbreak Simulation Exercises (Activity W.3.6) 

     

    The expert will: 

     

     

  • Coordinate the planning and implementation of one Joint One Health Tabletop Exercise (TTX), including its concept, objectives, scope and methodology. 
  • Facilitate the SimEx Planning Team and coordination among participating institutions and partners. 
  • Organize preparatory technical meetings and coordinate development of key exercise materials and documentation. 
  • Provide technical and operational support for implementation of the TTX. 
  • Coordinate the After-Action Review (AAR), including documentation of findings, lessons and recommendations. 
  • Prepare progress documentation and the final simulation exercise implementation report. 

     

     

    C. Monitoring, Reporting and Knowledge Management 

     

    The expert will: 

     

     

  • Develop and maintain project monitoring and implementation tracking tools. 
  • Prepare periodic implementation and technical reports for WHO and FAO. 
  • Document key technical consultations, progress and results. 
  • Support dissemination and knowledge sharing of project outputs and lessons learned. 

     

     

    D. Cross-cutting Support to Health System Resilience 

     

    The expert will: 

     

     

  • Support, where relevant, consideration of linkages between Pandemic Fund activities and broader health system resilience priorities, including enabling policy and legislative frameworks, primary health care (PHC) and universal health coverage (UHC). 
  • Support the review and revision of relevant legislation, policies and regulatory frameworks, as appropriate, to strengthen preparedness, response and overall health system resilience. 
  • Identify relevant cross-cutting lessons and opportunities to strengthen sustainable preparedness, coordination and health system capacities.
  • Support documentation of relevant recommendations for consideration in ongoing national health system strengthening processes. 

     

     

     

    QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES 

     

    Education

     

    University degree in law, health policy, public health or a related field. 

     

     

    Desirable: A Master’s degree would be an asset.

     

     

     

    Experience 

     

    Minimum of 2 years of national experience in health systems, public health, program implementation, digitalization, immunization, legislation and policy development. 

     

     

    Experience working with WHO or another international organization in public health would be an advantage. 

     

     

    Skills / Knowledge 

     

  • Strong collaboration and communication skills for effective engagement with MoH counterparts, WHO teams, and other stakeholders. 

     

  • Ability to analyze complex policy or operational issues and provide practical, solution-oriented recommendations 
  • Excellent report-writing and documentation skills. 
  • Project management skills, including planning, implementation, monitoring, and evaluation. 
  • Experience in developing and delivering training programs for health professionals.

    Supervision

     

    The Contractor will work under the overall supervision of the WHO Representative and the direct technical supervision of the Health Security Officer for Pandemic Fund-related activities, with coordination and guidance from the Health Systems Officer, as relevant, for activities linked to broader health system support. 

     

     

    Location (including in-country missions, if any) 

     

    The signatory is expected to work full time at the WHO Country Office in Skopje. 

     

     

    Remuneration and budget (travel costs excluded)

     

    As full consideration for the services performed by the signatory under the terms of the Agreement, WHO shall pay the signatory approx. MKD 190.669 per month.
