Public Health Advisor (Communicable and Noncommunicable Diseases)

Make a meaningful impact on public health in Haiti by supporting the prevention, control, and integrated management of communicable and noncommunicable diseases. This role contributes to strengthening national capacities, advancing evidence-based interventions, and promoting resilient health systems in collaboration with a wide range of national and international partners.

SUMMARY OF RESPONSIBILITIES

Under the direct supervision of the PAHO/WHO Representative (PWR) and the general guidance of the Director, Communicable Diseases Prevention, Control and Elimination (CDE), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

• Provide advanced technical cooperation to national authorities for the prevention, control, elimination, surveillance, and response to communicable diseases, including priority programs such as HIV, tuberculosis, malaria, arboviral diseases, antimicrobial resistance, neglected infectious diseases, and zoonotic diseases.

• Strengthen national surveillance, early warning, laboratory, diagnostic, and response systems, supporting data collection, analysis, dissemination, and decision-making processes.

• Support preparedness and response efforts for public health emergencies, outbreaks, humanitarian crises, and the development of national communicable disease policies and operational plans aligned with PAHO/WHO guidelines.

• Provide technical support for the prevention, control, surveillance, and management of noncommunicable diseases, while promoting integration of NCD services into primary health care and health system strengthening initiatives.

• Plan, coordinate, monitor, and report on program activities, including Biennial Work Plan implementation, resource utilization, capacity-building initiatives, and dissemination of research findings and best practices.

• Support resource mobilization, prepare technical and policy documents, and represent PAHO/WHO in technical meetings, coordination platforms, and stakeholder consultations.

EDUCATION

Essential: A university degree and a master's degree in public health, medicine, epidemiology, health sciences, or a related field from a recognized institution.

EXPERIENCE

Essential: Nine years of combined national and international professional experience in public health, including program design, implementation, and evaluation.

LANGUAGES

Fluency in French or English with a working knowledge of the other language. Knowledge of Spanish and/or Portuguese would be an asset.

IT SKILLS

Demonstrated ability to effectively use current technology and software, in particular spreadsheets and presentations, as well as Enterprise Resource planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential. Knowledge of software programs such as Visio and Project would be an asset.

• Strong expertise in preventive public health, epidemiological research, disease control, and health services.

• Ability to analyze surveillance systems and develop innovative solutions to strengthen public health programs.

• Experience in designing, implementing, monitoring, and evaluating technical cooperation interventions and programs.

• Knowledge of International Health Regulations (IHR), outbreak control, and public health emergency management.

• Strong project management, resource planning, and budget management skills.

• Excellent written and verbal communication skills, including preparation of reports, presentations, and policy documents.

• Ability to build strategic partnerships, collaborate across sectors, and engage effectively with stakeholders.

• Strong teamwork, knowledge-sharing, accountability, and results-oriented approach.

DURATION OF CONTRACT

One year post of limited duration. First year probationary period
