Assignment context
Under the direct supervision of the Chief Medical Officer, Head of the Occupational Health Unit (OHU), and the overall supervision of the Director, Staff Health and Welfare Division, the Regional Medical Officer operates within IOM’s OHU framework and in alignment with UN medical standards and inter-agency health coordination mechanisms. The assignment supports regional and country offices in safeguarding the health and well-being of staff and eligible dependents through occupational medical services, case management, insurance oversight, and strategic health planning. The Regional Medical Officer collaborates with OHU Headquarters, Human Resources, Regional Directors, Chiefs of Mission, external health providers, other UN medical services, insurance administrators, and inter-agency health networks. The role also contributes to policy development, emergency preparedness, and implementation of health strategies across the region.
Task description
Under the supervision of the Chief Medical Officer, the UN Volunteer will support the delivery of occupational health services across the region. Key responsibilities include :
• Review and assess medical examinations, medical clearances, fitness-for-duty evaluations, long-term sick leave certifications, disability cases, and medical questionnaires for staff and eligible dependents, including deployments to hardship duty stations.
• Provide occupational health and clinical support, including consultations, emergency response/MEDEVACs (medical evacuations), preventive health services, travel health advice, referrals, follow-up care, workplace health risk assessments, and staff well-being initiatives.
• Oversee medical insurance claims and related processes, liaise with insurance providers, support coverage and entitlement reviews, and contribute to the prevention and investigation of fraud and misuse.
• Implement occupational health and safety strategies, including risk assessments, health infrastructure evaluations, emergency medical support, crisis response, and staff preparedness for deployment.
• Conduct medical risk assessments; initiate, monitor, and assess MEDEVACs.
• Advise management and Human Resources on medical matters related to recruitment, travel, sick leave, fitness for duty, and staff health, and contribute to crisis preparedness and business continuity planning.
• Implement health education and awareness programmes, including preventive health campaigns, HIV/AIDS prevention, first aid and CPR training, and ensure the availability of medical supplies and equipment.
• Maintain confidential medical records, prepare reports and analyses on health trends, occupational incidents, exclusions, and sick leave patterns, and contribute to evidence-based health policy and programme development.
• Represent IOM in inter-agency health forums and partnerships, provide technical input to health-related initiatives and donor-funded projects, coordinate responses to regional health emergencies, and perform other related duties as required.
Skills and experience
a) Seven years of post-doctorate experience in clinical medicine. Experience in occupational health, travel and tropical medicine, preventive medicine, medical evacuations, mental health, and crisis management are an asset.
b) At least three years of managerial/supervision experience with clinical staff (e.g. doctors, nurses, etc.); experience in general office administration.
c) Experience in medical insurances and health claim analysis is desirable.
d) Knowledge of legal and ethical issues related to occupational health care practice is an asset.
e) Experience in liaising with international organizations and hospitals in different countries is an asset.

The cost of living varies depending on location, accommodation, and individual circumstances. Bangkok has a tropical climate characterized by generally hot and humid conditions, with a rainy season typically occurring between May and October. Traffic congestion and air pollution may periodically affect daily life. English is commonly used in international and professional settings, although knowledge of Thai can be useful for day-to-day activities. International UN Volunteers are encouraged to familiarize themselves with local laws, customs, and cultural practices.
