Work for the IMF. Work for the World.

The Monetary and Capital Markets Department (MCM) of the International Monetary Fund (IMF) is seeking an experienced expert to work as a Resident Advisor on Banking Regulation and Supervision at the Bank of Ghana (BoG) in Accra, Ghana. Limited travel within Ghana may occasionally be required for agreed supervisory training and capacity development activities. The selected candidate will be stationed in Accra. This is a one-year contractual position, with the possibility of extension of up to two additional years, subject to budget availability and satisfactory performance.

This capacity development work is financed by Switzerland’s State Secretariat for Economic Affairs (SECO).

Description

This appointment will support the BoG in completing the proportionate implementation of the Basel Framework and in strengthening the practical implementation of risk-based supervision. The advisor will also assist the BoG in improving data quality in supervisory returns, strengthening capacity for bank risk assessments, and enhancing the corrective action framework. His/her work will require close coordination with the Fund’s regional technical assistance (TA) center, AFRITAC West 2 (AFW2).

The position builds on earlier IMF TA to the BoG, including support for Basel II/III implementation, risk-based supervision, supervisory methodologies and tools, prudential regulations, and structured staff capacity development. Particular emphasis will be placed on translating regulatory frameworks and supervisory methodologies into consistent supervisory practice, sound supervisory judgment and timely intervention, and sustainable institutional capacity.

The specific duties of the advisor will be to:

Prepare a banking regulation and supervision workplan in consultation with the MCMFR backstopper, the MCM country TA Manager, and the country authorities. This workplan will include tasks related to the following:

o   Basel capital and liquidity framework: Support the finalization, issuance, and operationalization of outstanding directives, guidelines, reporting templates, and supervisory tools relating to the Basel capital and liquidity framework. This will include supporting BoG in the implementation of Pillar 2.

o   Risk-based and forward-looking supervision: Support the BoG in updating its risk-based supervision (RBS) framework and supervisory procedures, consistent with the revised Basel Core Principles and proportionate to Ghana’s banking system, and in applying them effectively to institution-level risk assessments, supervisory planning, intervention, and follow-up. Support effective off-site and on-site supervision.

·       Organize and deliver training, workshops, and seminars on financial sector supervision to build the BoG’s capacity, including through practical supervision know-how, hands-on mentoring, and train-the-trainer arrangements.

·       Manage and deliver this workplan while ensuring that activities are proportionate to the size and complexity of the local financial system.

·       Coordinate activities, where appropriate, with the Resident Advisor on financial sector supervision at AFW2, other IMF staff, short-term experts, donor partners, and advisors appointed by other CD providers.

·       Prepare results frameworks (logframes) for the TA in line with the Fund’s Results-Based Management (RBM) framework. Discuss and agree with the authorities on expected outcomes and milestones. Use the Capacity Development Management and Administration Program (CDMAP) system to track and update TA results.

Qualifications

The successful candidate should be able to demonstrate strong analytical and problem-solving skills, sound judgement, motivation, and initiative, and should have:

  • At least seven (7) years of relevant experience in banking supervision and regulation, acquired primarily in a central bank or an official financial supervisory agency. Experience at a senior technical, managerial or policy level would be an advantage.
  • In-depth understanding of international standards, particularly those applicable to banking regulation and supervision, and a proven track record of adapting and implementing them within national supervisory frameworks.
  • A degree in economics, finance, accounting, or a related area.
  • Strong oral and written communication skills in English (native or equivalent), including presentation skills in support of training-related activities.
  • Excellent interpersonal skills, including the ability to work effectively with senior policymakers in the country and the donor community, to lead teams of senior experts, and to handle sensitive issues with discretion in a multicultural environment.
  • Proven organizational and time-management skills to manage complex workloads and deliver results while balancing competing priorities across diverse stakeholders.
