Under the overall supervision of the Director of Security and Risk Management, the incumbent reports directly to the Chief of Security, Policy and Planning and leads the department's efforts or analysis and forecasting and supports governance efforts as required.
Responsibilities
Analysis and Forecasting: - Keeps aware of all aspects of security information which could potentially affect the security of UNRWA personnel, assets and operations including of events relating to security environment through monitoring of security incidents, daily situation reports, local media and other open sources. - Identifies and coordinates security information requirements, development of trend analysis; gathers comprehensive information on security factors and determines its relevance, validity and reliability of resources. - Monitors and analyzes political developments in the agency's fields of operation and within the region; develops and tracks early warning indicators and assesses conflict vulnerability. - Researches and produces situation assessments, field specific security risk analysis and evaluation of the security operating environment in the fields of operation, as required; conducts research and situation reports on specific threat factors, disseminating security information in a timely manner to key stakeholders. - Manages the Security Information Management System (SIMS) functionality review and enhancement; develops guidelines, provides training and builds capacity and awareness on the importance of using SIMS. - Supervises the integration of Geographic Information System (GIS) and analysis methodology as a risk management tool at the Agency Level. Communication: - Reviews and clarifies security reporting lines across the Agency and strengthens communication channels at all levels: HQ-Field-Area-Sub Area in order to ensure accurate and timely internal flow of information; establishes and maintains regular communication between DSRM offices in the Field and HQA. - Coordinates with identified key stakeholders within and outside the Agency to gather key and timely security information. - Serves as focal point for Protection, Gender and Programme mainstreaming issues as they relate to security management; coordinates joint initiatives, identifies entry points and opportunities and supports the integration of programmatic risk management. - Provides support in developing and implementing strategies, objectives, standards as well as planning initiatives and managing specific projects, as required. - The incumbent will be required to travel in the Agency`s area of operations.

Education
Advanced university degree (Master's or equivalent) from an accredited educational institution in Political or Social Science, International Relations, Statistics or related field.

Work Experience
A minimum of five years of progressively responsible and relevant work experience in applied political or security analysis and research at national and/or international level, some of which preferably as a professional analyst or political affairs officer is required. Experience in security management, peacekeeping operations, military, police, national intelligence or other international organization is required; unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number, is required. Indicate your current involvement in any outside activities, as it is required.
