Responsibilities

1.Develop, and administer databases and information systems related to MSDL and TRU activities, determining structure, fields, and workflows to meet evolving programmatic and reporting needs.
2.Build and implement automated workflows for data processing and reporting using Structured Query Language (SQL), Python, Excel, and Power BI, Statistical Package for the Social Sciences (SPSS) and Geographic Information Systems (GIS), proactively identifying opportunities to improve the efficiency and accuracy of existing processes.
3.Perform data cleaning, validation, quality assurance protocols, supporting the consistency and reliability of data across MSDL and TRU information systems.
4.Support in the development and maintenance of data collection tools using KOBO and other similar digital platforms for efficient data collection processes.
5.Draft reports, dashboards, maps, visualisations and information products using relevant tools, including Excel, Power BI, SPSS and GIS, to support operational activities, project monitoring, advocacy, and communications as needed.
6.Monitor mechanisms to safeguard data integrity, confidentiality, and compliance with data protection standards across the information system of the MSDL and TR units.
7.Serve as the technical resource point for field teams and Implementing Partners (IP) on data collection tools and information management processes to help strengthen their capacity to collect and manage data independently

8. Coordinate with programme teams and partners to support timely and accurate data submission and reporting, including systematic reporting requirements relevant to MSDL and TRU activities.
9. Coordinate database backup, documentation, and archiving procedures to maintain the accessibility and continuity of information records.
10. Identify information management gaps within the MSDL and TRU at Country Office (CO) level and contribute to a stronger and more coherent IOM Ukraine information management approach.
11.Support and apply data confidentiality guidelines to protect sensitive beneficiary and programme data.
12.Perform such other relevant duties as maybe assigned.

Qualifications

Bachelor’s degree in Information Management, Information Technology, Computer Science, Geographic Information Systems or a related field from an accredited academic institution with four years of relevant professional experience; or,
•High School diploma with six years of relevant professional experience.

 

EXPERIENCE
• Experience in developing digital data collection tools, data quality check and analysis;
• Experience in maintaining database and developing of Information Management;
•Experience in GIS or Spatial visualisation is an advantage; and,
•Experience working with UN or International Organisation especially in area of cash-based activities is an advantage;
 

SKILLS
•Good command of English language skills, both in speaking and writing;
•Computer literacy on Information Management work starting from development of digital data collection tools, data management, and information production;
•Ability to consolidate, clean up and analyse diverse data, especially related to human mobility;
•Proficiency in SQL, Excel, Power BI, Python, and data collection platforms such as KOBO Toolbox;
•Proven ability to produce quality work accurately and concisely according to set deadlines; and,
•Demonstrated ability of multitasking and working independently.

For this position, fluency in Ukrainian and English is required (oral and written).
