Org. Setting and Reporting
This position within Joint Operations Center is in the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) in Kinshasa. Kinshasa is classified at "C" hardship level and is a family duty station. The incumbent reports to the Special Representative of the Secretary General (SRSG) through the Mission Chief of Staff.
Responsibilities
Within delegated authority, Senior Joint Operations Officer will be responsible for the following duties with a focus on situational awareness, crisis management and operational coordination: • Advise Leadership on UN joint coordination structures and integrated situational awareness in the assigned operational area. • Coordinating with all relevant sections, ensure accuracy, consistency and quality of information products, such as operational reports, daily, weekly and monthly situation reports, and flash reports on developments impacting the UN. • Direct coordinate and supervise the work of the Joint Operations Centre including preparing, implementing and monitoring the JOC work plan and managing JOC Staff. • Coordinate as necessary with Troop Contributing Countries (TCCs) and Police Contributing Countries (PCCs) within the mission on joint mission planning, logistics, CASEVACs, and MEDIVACs, as necessary. • Organize and manage first response to crises, support and serve as secretariat for the crisis management mechanisms during crisis situations; support crisis preparedness activities, including tabletop exercises and contingency plans. • Lead the unit's monitoring, research and analysis of developments and processes related to peace and security in the assigned geographic and/or thematic area to inform policy formulation, strategy development and decision-making, identifying trends and emerging issues through digital technologies and data analytics. • Lead the preparation of analytical and strategic documents including reports, briefing notes, concept papers and correspondence to inform senior leadership decision-making and support peace and security objectives. • Lead the development and implementation of strategies and coordination of operational support to plans and activities related to early warning, conflict prevention, disarmament, mediation, conflict resolution, and peacebuilding. • Direct the efforts to support strategic communications by overseeing the drafting of speeches, press releases, publications and other public communication materials, including for social media. • Lead monitoring, verification and reporting of violations of peace agreements to promote their implementation • Ensure the integration of relevant rights-based, gender/ ’women, peace and security’ (WPS), ‘youth, peace and security’ (YPS), environmental, and/or climate security perspectives into policy and operational recommendations. • Lead the planning, coordination and organization of programmatic activities in the assigned area of work (e.g., internal and inter-agency coordination mechanisms; support for mediation, dialogue and other peace initiatives; fellowships, trainings and other capacity building activities for Member States; workshops, conferences and seminars; field missions, fact-finding missions, and diplomatic engagements at UN headquarters). • Oversee budgeting, project implementation, reporting, administrative and recruitment processes for the Section. • Lead the provision of backstopping support for UN peace operations and offices away from headquarters. • Establish and maintain working relationships with UN partners, international and regional organizations, host governments, other national stakeholders, including women and youth and other civil society organizations, communities, academia, and other stakeholders on issues related to peace and security in the assigned geographic and/or thematic area • Represent the UN in meetings, conferences, working groups and other engagements as required • Promote organizational learning and knowledge sharing by leading the collection, analysis and dissemination of lessons learned and best practices. • Manage and coordinate the activities of the team, including hiring, training, assigning tasks and responsibilities, and ensuring that deadlines are met. • Plan and manage required resources to implement the responsibilities, projects, and activities.

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, social sciences, anthropology, law, public administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution, electoral affairs, civil affairs, or other relevant areas is required. Previous experience with both JOC and JMAC works in a peacekeeping setting is required. Previous experience working in the Great Lakes area of Africa is required. Extensive experience advising Senior Leadership and supporting/managing crisis is desirable.
