Mission and objectives

The United Nations Office at Vienna (UNOV) manages and implements the United Nations programme on the peaceful uses of outer space and supports UNOV/UNODC with various operational services.

As part of the United Nations Office at Vienna, the Information Technology Service (ITS) through its India Technology Hub (ITH) forms part of the ITS's vital delivery pillars in keeping with the UN's revised ICT strategy and is responsible for Information Technology Support, focusing on innovative, sustainable, affordable and robust digital solutions, cybersecurity measures and trainings to meet UNOV/UNODC requirements, also enabling availability of the solutions more generally across the UN Secretariat entities and beyond.

Assignment context

The developer will be responsible for the design, development, implementation, maintenance, and continuous improvement of the Global Finance Requests Portal and related enterprise applications. The role requires strong expertise in software development and enterprise application management, with the ability to leverage technology solutions to effectively support business processes, operational requirements, and organizational objectives

Task description

Within delegated authority, and under the direct supervision of the Head of ICT Solutions, the Senior Software Development Specialist (Enterprise Applications) will be responsible for the design, development, implementation, maintenance and continuous improvement of the Global Finance Requests Portal and related enterprise applications. The incumbent will perform the following duties:


1. Solution Architecture
• Design, develop, and maintain enterprise applications using Java, Spring Boot and PostgreSQL following ICT standards and best practices.
• Develop scalable, secure, and maintainable architecture, prepare technical designs, and participate in architecture reviews.

2. Software Development
• Develop enterprise web applications, reusable components, and shared libraries.
• Implement business requirements based on approved functional and technical specifications.

3. Workflow Automation
• Design configurable workflow solutions supporting approvals, routing, delegation, escalation, notifications, and SLA monitoring.

4. API Development & Integration
• Develop secure RESTful APIs and integrate enterprise systems including ERP, HR, Finance, LDAP, Active Directory, OAuth2, JWT, and third-party services.
• Maintain API documentation using OpenAPI/Swagger.

5. Database Development
• Design and maintain PostgreSQL databases, optimize performance, implement backup and recovery strategies, and ensure data integrity.

6. Security
• Implement secure coding practices, RBAC, authentication and authorization using Spring Security, OAuth2, and JWT, ensuring compliance with OWASP standards.

7. DevOps & Deployment
• Develop containerized applications using Podman, support CI/CD pipelines, Linux deployments, Git-based version control, and release management.

8. Quality Assurance
• Develop automated tests, perform code reviews, resolve defects, and support system testing, UAT, and production environments.

9. Documentation
• Maintain technical documentation, architecture, APIs, workflows, deployment guides, and operational manuals.

10. Collaboration
• Collaborate with business analysts, project managers, QA teams, and stakeholders, mentor developers, and actively participate in Agile ceremonies.

11. Continuous Improvement
• Recommend improvements to software architecture, development processes, DevOps practices, and workflow optimization while evaluating emerging technologies, including AI-assisted development and automation.

Skills and experience

• 15 Years of expertise in the field of software application development and deployment.
• 10+ years of expertise in Java with minimum 1 year of progressive experience in enterprise software development, including end-to-end design, development, deployment, and support of enterprise applications.
• Experience in Spring Framework/Spring Boot; PostgreSQL; Experience in RESTful APIs, system integration, security (Spring Security, OAuth2, JWT, LDAP, Active Directory), workflow solutions, Git, containerization (Podman/Docker), CI/CD, Linux environments, performance optimization, production support, and Agile software development methodologies.
• Experience with audit logging, document management, reporting solutions (JasperReports/Power BI), microservices, event-driven architecture, SonarQube, Nexus, Maven, automated testing, technical mentoring, and code reviews would be considered an asset.

Living conditions

The assignment will be based in New Delhi. New Delhi is the capital city of India, experiences a diverse climate and has distinct living conditions influenced by its weather, infrastructure, and culture. A melting pot of cultures, languages, and cuisines, reflecting the diverse nature of India. Overall, living in Delhi offers a mix of modern urban life with deep-rooted traditions and challenges typical of a large, bustling metropolis.

As a national UN Volunteer, you will be responsible for arranging housing and living essentials in New Delhi. You will be covered under the malicious insurance plan and are expected to be culturally sensitive and adaptive to diverse tribal and rural contexts.

The purpose of the allowances and entitlements paid to the UN Volunteer is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs.

This assignment is part of the special programme initiative. As per the UN Volunteer Conditions of Service, Section XVIII, the Conditions for this assignment are amended as follows:

- The UN Volunteer is not eligible for assignment travel and relocation travel costs
- Access to UNV learning will be restricted to mandatory courses and free-of-charge learning resources provided by UNV.
- 270% of Specialist Volunteering Allowance
