The World Food Programme (WFP) has been supporting the people of Haiti for decades, providing life‑saving assistance and resilience support in one of the world’s most food‑insecure contexts. Each year, WFP Haiti supports millions of vulnerable people through emergency food and cash assistance, school meals, nutrition support, livelihoods, and resilience‑building programmes, while working closely with national partners to strengthen food systems and social protection. The Haiti Country Office operates in a highly complex environment and plays a central role in the humanitarian response across the country.

THE ROLE

JOB TITLE: National Staff Counsellor

TYPE OF CONTRACT: Fixed Term - NOA

UNIT/DIVISION: Human Resources with reporting line to Regional Wellness unit

DUTY STATION (City, Country): Port au Prince, Haiti (Full time, office based)

DURATION: 1 year

JOB PURPOSE:

There is a crucial need to provide counsel and guidance to staff at this critical period where WFP Haiti staff and particularly field-based staff are faced with traumatic situations for some and very stressful situations for most the others because of the socio-economic situation and hardship facing the population and them indirectly through their relatives.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Provide counselling support services to WFP staff and if needed to their dependents; this may include case management and referral to other resources as required

  • Provide counselling services to individuals and/or groups during emergencies, provide services in a timely & sensitive manner to staff and dependents after critical incidents and ensure proper follow-up.
  • Plan regular field visits and provide visit reports upon return to duty station
  • Provide induction course to staff newly recruited
  • Plan and facilitate a support session for the Hotline team on a regular basis
  • Based on data trends and requests from other divisions/units/offices and under the supervision of the international counsellor, develop and provide a range of training and programs including but not limited to team building, resilience, harassment, and cross-cultural sensitivity to improve morale, health, and team dynamics that promote staff wellbeing
  • Identify and liaise with high-quality local mental health resources that can be used for referrals or in times of crisis. Ensure proper follow-up when a staff member is referred.
  • Prepare a monthly report on the activities conducted including statistical data.
  • Maintain the highest ethical standards related to the provision of psychological services; 10. Other duties as assigned.
  • Other responsibilities as required by the Unit.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Master’s degree in clinical or counselling psychology, Sociology, or University degree with at least 5 years more relevant work experience.

TECHNICAL REQUIREMENTS:

The candidate should hold active licensure/registration as a mental health professional with a recognized governing association and be a member of that organization in good standing. Additional training or certification in a broad range of related fields, such as alcohol/substance abuse, resilience, cross-cultural communication, conflict resolution, mediation, trauma etc. will be an advantage

Languages:

Fluency in oral and written communication in English and French is required, and fluency in other local language is an advantage.

KNOWLEDGE & COMPETENCIES

  • Broad knowledge of all facets of the field of counselling and ability to provide an environment in which others can talk confidentially and act without fear of repercussion within a climate of established trust.
  • Excellent communication skills (oral, written and presentations) including the ability to defend and explain difficult issues and positions to the staff at all levels.
  • Ability to identify clients' needs and suggest appropriate solutions.
  • Ability to establish and maintain productive partnerships with clients.
  • Ability to contribute to the strategic vision of the Wellness division based on trends identified using a population health model.
  • An excellent team player and values working with a multidisciplinary and cross-culturally diverse team. 
  • Very good working knowledge of technology tools such as PowerPoint, Excel and Word.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

A minimum of 2 years of progressively responsible professional experience relevant to the field is required.

Experience either working in a hardship location or providing counselling services to staff working in very difficult and insecure environments is an asset.
