For every child, the right to Safety
The Government of the Democratic Republic of Congo officially declared a new outbreak of Ebola Virus Disease (EVD) affecting the provinces of Ituri, Haut Uele and North Kivu, including the health zones of Mongbwalu, Rwampara, Bunia, and additional areas in North Kivu. National authorities, with the support of humanitarian partners, have activated emergency coordination and response mechanisms to contain the outbreak.
The epidemic is unfolding in a highly complex humanitarian context marked by insecurity, armed conflict, population displacement, and limited access to essential services. High population mobility overcrowded living conditions, and weak WASH infrastructure significantly increases the risk of healthcare-associated and community transmission.
The current outbreak involves a strain of Ebola virus, for which no approved vaccine is currently available. As a result, Infection Prevention and Control (IPC) interventions represent one of the most critical pillars of the response, requiring rapid operational scale-up, strong coordination, and robust monitoring systems across all affected provinces.
In this context, UNICEF is supporting the Ministry of Health and the national IPC coordination mechanisms to strengthen the overall response.
How can you make a difference?
The Supply Associate performs highly skilled procurement and supply work in support of the Ebola emergency response, managing complex procurement and contracting cases and client requests that frequently require evaluation of difficult situations and adaptation of procedures. Working with a high degree of operational independence, the incumbent leads to end-to-end procurement processes and contributes to the design and development of improved supply services and delivery mechanisms. The incumbent may supervise lower-level GS staff.

Minimum requirements
- Education: Completion of secondary education is required. Professional and/or university courses related to supply chain management, procurement, or a related field are highly desirable. A bachelor’s degree from a recognized academic institution in a field relevant to the position may replace three years of related work experience. A master’s degree may replace an additional two years.
- Work Experience: A minimum of six (6) years of relevant administrative experience in supply chain management, procurement or a commercial context is required.
- Skills:
- Demonstrated ability to apply UNICEF (or comparable) procurement rules, procedures and good practices to complex individual cases.
- Experience using an ERP system (VISION/SAP supply modules) and MS Office tools.
- Language Requirements: Fluency in French is required.
Desirables
- Language: Knowledge of another official UN language (Arabic, Chinese, English, Russian or Spanish) or a local language
- Experience gained in a humanitarian, emergency, or public-health-emergency setting.
- Experience supporting an active outbreak or emergency response (e.g., Ebola, cholera, measles, mpox, displacement, or a declared L2/L3 emergency), preferably in the Democratic Republic of the Congo or comparable fragile, conflict-affected, and resource-constrained environments.
- Experience working with and/or through counterparts (Government and decentralized authorities, UN agencies, cluster and coordination mechanisms, implementing partners) to deliver measurable results in insecure or hard-to-reach areas.
