Assignment context

MARG (Mainstreaming Alliance for Green and Resilient Buildings) is a collaboration between UNEP & IFC bringing together relevant partners and stakeholders to advance green buildings and strengthen the enabling ecosystem.

As part of the initiative, Working Group 1 (WG1) focuses on capacity building, training and skills development. An important first step for WG1 is to understand what capacity-building resources, expertise, tools and delivery capabilities already exist across participating partners and relevant institutions, both in India and internationally.

The assignment will support this exercise by systematically mapping existing partner capabilities, capacity-building resources, training programmes, curricula, toolkits, methodologies, assessment tools, guidance and relevant examples of effective capacity-building. The mapping will also examine the constituencies and geographies served, the capacity functions addressed, and the potential relevance of each resource to WG1.

The resulting resource map will provide WG1 with a consolidated evidence base to identify existing assets that can be adopted, adapted, scaled or linked, as well as gaps and underserved constituencies that may require new capacity-building interventions.

Task description

We are looking for an Online Volunteer to develop a structured mapping of capacity-building resources, partner capabilities and relevant good practices for Working Group 1 (WG1) of the MARG Green Buildings initiative. Working under the guidance of the designated IFC–UNEP focal point, the Online Volunteer will:

• Develop, in consultation with the WG1 focal point, a mapping framework and data template for capturing partner capabilities and capacity-building resources;
• Map what participating partners and relevant institutions can potentially contribute to WG1, including technical expertise, knowledge, training, tools, trainers, curricula, implementation support, networks and evidence;
• Identify existing toolkits, training programmes, methodologies, assessment tools, curricula, guidance documents and technical-assistance programmes relevant to green buildings and capacity development;
• Map relevant Indian and international examples of effective capacity-building, prioritising examples with evidence of implementation, scale, institutional uptake or measurable outcomes;
• Identify and catalogue useful existing Training Needs Assessment, Training-of-Trainers, curriculum/module and Monitoring & Evaluation templates and tools;
• Map existing training modules and curricula according to target constituency, theme, technical complexity, delivery format and intended level of capacity development;
• Map the geographic reach and target constituencies of partners and identified resources, including relevant public-sector, professional, industry, academic and community stakeholders;
• Identify areas where constituencies appear to be under-served or where relevant capacity-building resources are limited;
• Assess the potential relevance of identified resources to WG1, including whether they could be adopted, adapted, scaled or linked to future WG1 activities;
• Consolidate the findings into a structured, searchable mapping matrix, accompanied by a concise synthesis highlighting key assets, gaps, overlaps and potential opportunities for WG1.

The single deliverable will be a consolidated WG1 Capacity-Building Resource and Partner Mapping Matrix, together with a short analytical summary of key capacity-building assets, gaps and opportunities identified through the mapping exercise.

Skills and experience

Candidates should have strong research, desk-review and information-mapping skills, with the ability to systematically identify, assess and organise information from multiple sources.
Required skills:
• Strong desk research and information-gathering skills;
• Experience developing or working with research databases, mapping matrices or structured information repositories;
• Strong ability to categorise and synthesise information from multiple sources;
• Proficiency in Microsoft Excel or Google Sheets;
• Strong analytical and organisational skills, with attention to detail and consistency in data entry;
• Ability to distinguish between general information resources and practical, implementable capacity-building tools or programmes;
• Good written and verbal English.
• Response use of modern AI tools.
Desirable:
• Familiarity with green buildings, sustainable construction, urban development or capacity-building/training programmes;
• Experience in development-sector, policy, research or consulting assignments;
• Experience conducting stakeholder, institutional or resource mapping;
• Familiarity with Training Needs Assessments, Training-of-Trainers, curricula or Monitoring & Evaluation frameworks.
