UN-Habitat, United Nations Human Settlements Programme, is the agency for human settlements in the United Nations system. UN-Habitat works with varied partners including cities, central governments, local authorities, non-governmental organisations, and the private sector in the implementation of the Habitat Agenda and Sustainable Development Goals (SDGs) in particular, Goal 11 of “Making cities and human settlements inclusive, safe, resilient and sustainable”. As cities around the world rapidly urbanising, they are increasingly facing urban mobility challenges key among them traffic congestion, pollution and road traffic crashes. The transport sector also significantly contributes to global energy related carbon emissions. Public transport comprising efficient bus systems, trams, metros and non-motorised mobility such as walking, and cycling are emerging an ideal mix to curb the growing urban transport challenges and meet the transport needs of citizens. UN-Habitat collaborates with governments at city, regional and national levels on development and implementation of policy, guides and tools for sustainable urban mobility; provides technical support for development of effective transport systems and supports knowledge, advocacy and capacity building. The consultancy position is in the Urban Mobility team under the Urban Basic Services Section of UN-Habitat. The consultant will provide technical advice and policy support to cities on sustainable and innovative mobility; coordinate project activities on road safety, undertake research on emerging urban mobility issues, and support the development of project proposals to expand the portfolio. Under the UN Road Safety Fund (UNRSF) supported project “Global Alliance of Cities for Road Safety (ACROS)”, which aims to establish to provide capacity building and technical assistance on all five pillars of the Safe Systems approach, the consultant will coordinate the secretariat’s activities and well as innovation challenges and the implementation of pilot initiatives. The consultant will furthermore support the new project “Evidence for Action Africa”, aiming to enhance road safety data collection for vulnerable road users. UN-Habitat is furthermore supporting the implementation of the Pan-African Action Plan for Active Mobility (PAAPAM) and its roll-out in five African Countries, also providing technical assistance on street designs under a UNDA 18th Tranche project. UN-Habitat is also working on a project called “ACCESS – Accelerating Access to Low Carbon Urban Mobility Solutions through digitalisation” with the aim to measurably reduce greenhouse gas emissions from the transport sector in urban areas in six Latin American countries. Under this project, the consultant is expected to support capacity building and policy activities. Furthermore, UN-Habitat is implementing the project titled “Port of Dar es Salaam – Transport and Trade Improvement Project (T-GATE Tanzania Gateway for Transport, Trade and Environment), aiming at enhancing trade and transport efficiency in key economic sectors in Tanzania to promote inclusive and sustainable economic growth. UN-Habitat is also supporting the ACTIVATE BANGKOK project (Accelerating Climate-Resilient, Transit-Oriented, Inclusive, and Vibrant Areas for Everyone in the Bangkok Metropolitan Area) in Thailand, funded by the UK Pact, that seeks to address the challenges of urban mobility, inclusivity, public health and climate resilience by advancing Transit-Oriented Development (TOD). Supervision and Reporting The Consultant will work under the overall supervision of the Coordinator of the Urban Basic Services Section (UBSS), and in close collaboration with the thematic team on mobility as well as the respective country offices - reporting to the Programme Management Officer, Lead, Urban Mobility – UBSS. The consultant will support the work of the Urban Mobility Team in the Urban Basic Services Section by providing the following: • Activity 1: Coordinate project implementation and identify project delivery issues for projects supported by the UN Road Safety Fund; • Activity 2: Provide technical assistance, conduct capacity building activities and policy development under the frameworks of ACROS and PAAPAM; • Activity 3: Develop and assess project proposals on sustainable mobility with specific focus on road safety, transit-oriented development and multi-modal transport; • Activity 4: Support the implementation of the T-Gate, ACCESS and ACTIVATE projects by providing technical expertise on sustainable urban mobility in ongoing activities; • Activity 5: Develop knowledge products and technical papers and coordinate partner inputs with a focus on safe, inclusive, smart and electric mobility.

An advanced university degree (master’s or equivalent) in Urban Planning, Transport Planning, Engineering, Geography, or a related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of the advanced university degree. A minimum of five (5) years working experience in Urban or Transport Planning is required. A good understanding of transport planning, urban planning, urban development, urban policy and legislation and sustainable urbanisation is required. Knowledge of International Organisations, including working experience in urban projects and intercultural environments is required.

Fluency in English, written and verbal, is required. Knowledge of Spanish is desirable.
