OBJECTIVES OF THE PROGRAMME

The Division of Programme Management ensures the technical excellence of WHO/Europe's work. It coordinates and ensures coherence across WHO/Europe's health programmes, country support and the Special Initiative on Primary Health Care (PHC). The division also leads planning and budgeting, resource mobilization and partnerships, communications and publications, governance and external relations, and language services. 

Resource Mobilization and Partnerships as part of the Division of Programme Management, the Resource Mobilization and Partnerships unit (RMP) leads WHO/Europe's efforts to engage, sustain, and expand collaboration with donors and partners. The unit supports technical divisions and country offices in mobilizing resources and managing partnerships across the United Nations system, WHO Collaborating Centres, non-State actors, and other key stakeholders.
 

DESCRIPTION OF DUTIES

To provide specialized administrative support and advice to staff at all levels regarding resource mobilization processes and tools. To act as the key administrative resource for the use and oversight of the Contributor Engagement Management (CEM) system, used by the whole of WHO/Europe. To support the RMP team members in the day-to-day programme management, financial and operational/administrative functions as well as communications with WHO/Europe technical programmes and staff. 

Key duties: 

Acts as superuser of CEM within the Regional Office (RO) and vis-a-vis WHO headquarters. 

Ideates and provides both ad hoc and structured briefing and expert guidance to staff at all levels on resource mobilization practices and procedures including on the use of the WHO CEM system at all clearance stages. 

Organizes and provides regular in-house training to WHO staff within the RO and country offices on the use of CEM including to people with approvers' role (directors and WHO Representatives). 

Guides staff in the use of correct standard proposal and agreement templates. 

Ideates and develops documentation and briefing materials as may be needed. 

Maintains the necessary information repositories and ideates monitoring tools to ensure efficient workflow. 

Conducts first level review and triage of incoming funding proposals and agreements, liaising with the technical units and WCHOs as needed and facilitates the preparation of proposals and supporting documentation as may be needed. 

Provides support and advice to RO units and country offices in the creation of funding opportunities in the CEM system and ensuring that right units are included in clearance chains (certifying officer for all proposals and agreements). 

Liaises with relevant units in WHO headquarters (CRM and PRP) on resource mobilization related questions including on CEM. 

Prepares draft routine correspondence and standard letters of donation, analyzes incoming correspondence and requests, researching, obtaining and attaching background information where required, or redirecting them as appropriate, drawing the attention of the staff concerned to urgent items and deadlines. 

Revises unit correspondence, reports, and documents for proper form and (non-technical) content. Provides basic workplan management of the RMP activity workplan and acts as focal point for leave administration for the RMP unit. 

Makes administrative arrangements for country and intercountry activities including preparation of various committal documents related to procurement of goods and services and duty travel in accordance with the approved workplans. 

Provides administrative and logistical assistance to the RMP team in the context of the organization of both internal and external meetings. 

Takes notes during meetings. 

Assists in the preparation of relevant background and reports as well as other relevant follow up. 

Establishes and maintains the unit's electronic filing system of documents and correspondence. Creates background files and compiles reference material as appropriate. 

Acts as the entry point for incoming inquiries from users and counterparts. Responds to and acts on telephone enquiries. Assesses the critical nature of technical enquiries and resolves or refers them to appropriate staff for reply. 

Coordinates appointments for supervisor and organizes programmes for visitors. 

Performs other related duties as required or instructed, including providing support to other areas of work as assigned and replacing colleagues in the team as may be required.
 

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent.
Desirable: Relevant higher education courses in the area of office administration/management or similar.
 

Experience

Essential: At least 8 years of progressively responsible experience in the administrative/ office support field, including several years' experience in an international environment or institution.
Desirable: Experience with WHO resource mobilization procedures and systems/tools. Relevant experience in WHO or in the UN.
 

Skills

Proven strong organizational skills and a structured approach to work. Demonstrated strong interpersonal skills and ability to function well in a multicultural environment. Proven ability to adapt to and take efficient action amongst competing priorities. Demonstrated ability to work in a fast-paced environment while retaining high attention to detail. Documented skills in organization of documentation and records. Emotional intelligence: ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at DKK 409,328 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
