BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world's largest humanitarian organization, working to save lives and combat hunger globally. In Yemen, one of the world's most severe humanitarian crises continues to drive widespread food insecurity and vulnerability. According to the 2026 Humanitarian Needs and Response Plan (HNRP), an estimated 22.3 million people require humanitarian assistance, including 18.3 million people in need of food security and livelihood support. WFP's response focuses on saving lives, protecting livelihoods, and improving food consumption among the most vulnerable populations through life-saving food assistance and nutrition interventions.

To support evidence-based programming and strategic decision-making, WFP Yemen's Vulnerability Analysis and Mapping (VAM) unit leads food security monitoring, assessments, and analysis across the country. The unit conducts large-scale food security and livelihood assessments, market monitoring, beneficiary monitoring, and other analytical activities that generate critical information on food security conditions, market trends, household vulnerabilities, and humanitarian needs. These efforts provide the evidence base for Programme design, targeting, operational planning, donor engagement, resource mobilization, and advocacy.

The VAM unit manages and analyzes a wide range of datasets and produces regular analytical products, including monthly food security updates, quarterly food security and market monitoring and market functionality assessments. Through rigorous data collection, analysis, and reporting, the unit plays a central role in informing WFP's response and supporting humanitarian decision-making across Yemen.

JOB PURPOSE: 

The VAM Officer (Assessments) will support the planning, design, implementation, and coordination of food security, market functionality, prices, rapid emergency, beneficiary targeting validation, and other quantitative and qualitative assessments conducted by WFP Yemen. The position is responsible for ensuring the collection and analysis of high-quality data to generate timely and reliable evidence on food security, humanitarian needs, market functionality, population vulnerabilities, and the effectiveness of targeting approaches and WFP interventions.

The incumbent will coordinate all stages of assessments, from methodology and questionnaire design through data collection, analysis, validation, and reporting, ensuring adherence to WFP standards and best practices. The role will contribute to the production of evidence and assessment findings that inform Programme design, targeting, emergency response, and strategic decision-making, while promoting innovative assessment methodologies and data collection approaches to strengthen the quality and credibility of evidence generated by the VAM unit.

Key Accountabilities (not all-inclusive)

• Lead the planning, design, and implementation of food security & livelihoods, market functionality, prices, rapid emergency, beneficiary targeting validation, and other quantitative and qualitative assessments using face-to-face or remote survey techniques.

• Develop assessment methodologies, survey tools, questionnaires, sampling approaches, field protocols, and operational plans in line with WFP standards and best practices.

• Coordinate assessment activities with field offices, cooperating partners, enumerators, service providers, government counterparts, and other stakeholders to ensure timely and high-quality implementation.

• Manage remote data collection activities, including telephone-based surveys and call center operations, and serve as the primary focal point for coordination, performance monitoring, troubleshooting, and follow-up with external service providers.

• Lead assessment fieldwork, including enumerator training, pilot testing, field supervision, data collection monitoring, and implementation of quality assurance measures to ensure the accuracy and reliability of data.

• Analyze and interpret quantitative and qualitative data to generate evidence on food security conditions, livelihoods, market functionality, vulnerabilities, humanitarian needs, and the impact of WFP interventions.

• Coordinate beneficiary targeting validation and verification exercises, ensuring the effective application of established targeting criteria, model, tools, and standard operating procedures.

• Support periodic market functionality assessments following WFP corporate approach and guidance, as well as regular price monitoring of food as well as non-food items from selected markets across Yemen.

• Produce high-quality assessment reports, presentations, briefing notes, dashboards, factsheets, and other analytical products that support Programme design, targeting, emergency response, and strategic decision-making.

• Contributes to food security monitoring and early warning activities through the analysis of primary and secondary data and identification of emerging risks and trends.

• Support the preparation of evidence and analysis for IPC activities, Food Security Cluster initiatives, inter-agency assessments, and other collaborative analytical processes.

• Coordinate rapid assessment activities during emergencies and sudden-onset crises to ensure timely evidence is available to inform operational response and resource prioritization.

• Maintain assessment datasets, documentation, and knowledge repositories updated, ensuring compliance with WFP standards on data management, quality assurance, and data protection.

• Build the capacity of WFP staff, partners, and field teams through technical guidance and training on assessment methodologies, data collection, quality assurance, and vulnerability analysis.

• Promote innovative assessment approaches and digital data collection solutions to improve the efficiency, quality, and timeliness of evidence generation.

• Perform other duties as required to support the effective delivery of VAM assessment and monitoring activities in Yemen.

QUALIFICATIONS AND EXPERIENCE

Education: University degree in Statistics, Economics, Food Security, Agriculture, Social Sciences, Development Studies, Monitoring and Evaluation, Public Policy, Geography, Data Analysis, or another field relevant to humanitarian assessments and vulnerability analysis, with strong training in survey methodology, sampling, statistical modelling, and quantitative/qualitative analysis.

Experience: Total relevant 5 years of experience including 1 year of Professional experience in statistics, quantitative/qualitative analysis, survey methodology, data management, monitoring and evaluation, food security analysis, economics, or a related field. Experience in survey design, sampling methodologies, statistical analysis, data quality assurance, and management of large datasets is highly desirable. Experience working with humanitarian, development, or socio-economic data and proficiency in statistical software packages like R, STATA, SPSS, Python would be asset.

Language: English - Arabic.
