Context

Under the overall supervision of the Head of Resource Management and the direct supervision of the Supply Chain Officer; and in collaboration with relevant units in the country office, the successful candidates’ primary role will support in coordination and strategic implementation of the supply chain activities across all SC functions including procurement, Fleet, warehouse, asset and facilities management at the country office in Manila as well as the entire Mission in Philippines in accordance with IOM’s Supply Chain strategy, objectives, goals, policies and procedures.

Responsibilities

  1. Assist the Supply Chain officer on the planning of Mission’s Supply chain strategies, SOPs and contribute to the preparation and implementation of instructions for procurement, warehouse operations, fleet and asset administration that are compliant with IOM's general instructions, policies, and procedures.

  2. Coordinate and organize and maintain systems/procedures for procurement, supply and transport, documentation, storage and warehousing, equipment up-grading and monitor aspects related to the supply chain activities to support IOM's humanitarian activities in the country office.

  3. Carry out Mission Procurement requisition of medium to high value procurement in accordance with IN168 (rev 3) for National and International procurement.

  4. Oversee the General co-ordination of supply chain activities with internal and external stakeholders including LEG, MSCU, CAS and ACO.

  5. Support the Supply Chain officer in facilitating Mission’s Procurement Planning and ensure system commitments for various procuring projects are recorded in time.

  6. Organize, facilitate and Conduct relevant Supply Chain Data collection, analysis and reporting.

  7. Prepare payment requests via IST and follow up with the Finance Unit to ensure timely payment to vendors.

  8. Ensure that all Mission assets are always sufficiently insured through a reputable Insurance Company under the best terms and conditions and follow up on any claims that may arise.

  9. Ensure that Mission asset Inventory List is consolidated, regularly updated, tagged and properly managed from assignment, commissioning, decommissioning and disposal according to IOM procedures.

  10. Monitor the vendor database and ensure periodic and regular updates on registered vendors documentation, performance, promotion, renewal and blocking.

  11. Ensure that all logistics operations are accurately documented and arranged for secure and systematic filing of all logistics related documents, contracts, etc.

  12. Provide guidance, training and coaching of direct reports assigned.

  13. Develop Key Performance Indicators (KPI’s) with the guidance and support of the Supply Chain Officer, document the performance of Suppliers against the Established Long -Term Agreements (LTAs) using established KPI’s and follow up with suppliers on improvements.

  14. Support the implementation and re-enforcement of existing mechanisms in accordance with UN Code of Conduct to avoid fraud, corruption, SEA, promote ethics and sustainability, and ensure transparency to complement the IOM rules and regulations on supply chain.

  15. Perform any other duties that may be assigned.

Qualifications

EDUCATION

• Bachelor’s degree, preferably in business administration, management, purchasing and supply, or a related field from an accredited academic institution with a minimum of 5 years of relevant experience or High School Diploma with Seven (7) years of relevant experience in the above fields.

• CIPS Level 3 Certificate is an added advantage.

EXPERIENCE

• Minimum of 5 years, cumulative or continuous professional experience in the Not-for-profit/UN/humanitarian field with specific focus on local/international procurement, clearing & forwarding, laws and regulations, fleet management, insurance and inventory/stock/supplies management.

• Experience in collaboration and management of stakeholders.

• Experience managing, tracking and closing orders (procure to pay process).

• Experience in tender management, bids evaluation and contracts administration and management.

• Experience in Supplier pre-qualification, management, and negotiations.

SKILLS

• Skills and knowledge in Conducting local/international procurement.

• Ability to work diligently, ethically and independently with little supervision.

• Proficiency in use of MS office, procurement software/ERP (SAP and/or oracle desirable).

• Excellent communication and negotiation skills, strong interpersonal skills; Ability to work effectively and harmoniously within a team.

• Coaching, mentoring and problem-solving skills.
